THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Forms 214 (Certificate of Release or Discharge from Active Duty), ending on 22 June 2004 and 15 May 2014, to show the Iraq Campaign Medal in lieu of the Global War on Terrorism Expeditionary Medal.

2.  The applicant states he deployed to Iraq before the Iraqi Campaign Medal was established.  Per the regulation, he is requesting his award be "exchanged."

3.  The applicant provides the following copies:

* two DD Forms 214 ending on 22 June 2004 and 15 May 2014
* Permanent Orders (PO) Number W-07290438

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the U.S. Army Reserve (USAR) on 3 August 1999 and held military occupational specialty 92Y (unit supply specialist).  

2.  He was ordered to and entered active duty in support of Operation Enduring Freedom on 28 February 2003.  He was honorably released from active duty on 22 June 2004 and was transferred to a Reserve unit.  His DD Form 214 shows service in Iraq/Kuwait from 20 November 2003 to 14 April 2004.  Among other awards, he was awarded the Global War on Terrorism Expeditionary Medal. 

3.  He entered active duty on 16 May 2005 as a member of the USAR.  He reenlisted on 15 May 2008 and 6 March 2011.

4.  He provided a copy of PO Number W-07290438, issued by the U.S. Army Human Resources Command on 26 July 2012, awarding him the Army Good Conduct Medal (2nd Award) for the period of service from 16 May 2008 through 15 May 2011.

5.  He was honorably discharged on 15 May 2014 upon completion of required active service.  His DD Form 214 lists, in pertinent part, service in Afghanistan from 27 August 2009 to 24 June 2010, service in Kuwait from 29 April 2012 to 9 February 2013, and, among other awards, the Global War on Terrorism Expeditionary Medal and the Army Good Conduct Medal (2nd Award).

6.  Section VIII (Awards and Decorations) of his DA Form 2-1 (Personnel Qualification Record - Part II) lists the same awards as listed on his DD Form 214.

7.  Army Regulation 600-8-22 (Military Awards) states:

   a.  The Iraq Campaign Medal is authorized for service in direct support of Operation Iraqi Freedom from on or after 19 March 2003 to 31 December 2011.  Service members qualified for the Global War on Terrorism Expeditionary Medal by reasons of service between 19 March 2003 and 28 February 2005, in an area for which the Iraq Campaign Medal was subsequently authorized, will remain qualified for that medal.  Upon application, any such service member may be awarded the Iraq Campaign Medal in lieu of the Global War on Terrorism Expeditionary Medal for such service.  No service member will be entitled to the Iraq Campaign Medal and Global War on Terrorism Expeditionary Medal for the same act, achievement or period of service.  Campaign participation credit during his period of service in Iraq included the Transition of Iraq (2 May 2003 through 28 June 2004).

	b.  The Global War on Terrorism Expeditionary Medal is authorized for award to members of the Armed Forces of the United States who deployed abroad for service in Global War on Terrorism operations on or after 11 September 2001 to a date to be determined.  Initial award of the Global War on Terrorism Expeditionary Medal was limited to service members deployed abroad in Operations Enduring Freedom and Iraqi Freedom in designated specific geographic areas of eligibility including Kuwait.  

   c.  A bronze service star is awarded for each campaign listed in Appendix B of this regulation and states that authorized bronze service stars will be worn on the appropriate service medal for one or more days of participation in each designated campaign.  

DISCUSSION AND CONCLUSIONS:

1.  With regard to the applicant's DD Form 214 ending on 22 June 2004:

   a.  He completed a qualifying period of foreign service for award of the Iraq Campaign Medal with 1 bronze service star.  

   b.  In view of his request for this award in lieu of the Global War on Terrorism Expeditionary Medal, he is entitled to the requested relief by deleting the Global War on Terrorism Expeditionary Medal and adding the Iraq Campaign Medal with 1 bronze service star. 

2.  With regard to his DD Form 214 ending on 15 May 2014:

   a.  Records confirm he completed a qualifying period of service in Kuwait for award of the Global War on Terrorism Expeditionary Medal.  Therefore, this award is properly shown on this DD Form 214 and no corrective action is required. 
   
   b.  As he was awarded the Iraq Campaign Medal with 1 bronze service star during a previous period of active service, he is entitled to have this award shown on this DD Form 214.
   
	c.  Although the applicant provided a copy of his Army Good Conduct Medal (2nd Award) for the Board to review, no correction is required because it is correctly shown on this DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  deleting from his DD Form 214 ending on 22 June 2004 the Global War on Terrorism Expeditionary Medal and adding the Iraq Campaign Medal with 1 bronze service star; and

	b.  adding to his DD Form 214 ending on 15 May 2014 the Iraq Campaign Medal with 1 bronze service star.
