THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show award of the Army Commendation Medal (ARCOM) and a medal for completion of advanced individual training (AIT).
2. The applicant states he did not realize the award was not listed on his
DD Form 214.
3. The applicant provides two certificates and a letter from the Department of the Army.
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. The applicant was inducted into the Army of the United States on
13 November 1968. After completing initial entry training, he was awarded military occupational specialty 91B (Medical Corpsman).
3. On 28 August 1970, he was honorably released from active duty and transferred to the U.S. Army Reserve. The DD Form 214 issued at that time shows in:
* item 24 (Decorations, Medals, Badges, Commendations, Citations and Campaign Ribbons Awarded or Authorized)
* National Defense Service Medal
* Drivers Badge
* Expert Marksmanship Qualification Badge with Rifle Bar (M-16 and
* M-14)
* Expert Field Medical Badge
* EX WHEEL VEHICLE
* item 25 (Education and Training Completed) Medical Corpsman 91B2O, 10 weeks, 1969
4. Records show he was recommended for the ARCOM for exceptional meritorious service and conduct during the period 25 November 1969 to
5 September 1970 while serving as a vehicle operator with Headquarters Company and Band, 3rd Infantry Division Support Command, Germany.
5. A memorandum, subject: Transmittal of Award Elements, from the Office of the Adjutant General, U.S. Army Administration Center, St. Louis, MO, dated
29 April 1971, shows General Orders (GO) 302, issued by Headquarters,
3rd Infantry Division, dated 1 September 1970, awarded him the ARCOM.
6. Army Regulation 600-8-22 (Military Awards) does not authorize a medal for completion of AIT.
DISCUSSION AND CONCLUSIONS:
1. The applicants contention that his DD Form 214 should be corrected to show a medal for completion of AIT was considered; however, a medal is not authorized for completion of AIT. His completion of AIT is properly documented in item 25 of his DD Form 214.
2. GO awarded him the ARCOM. Therefore, he is entitled to correction of his DD Form 214 to show this award.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the ARCOM to his DD Form 214.
2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to a medal for completion of AIT.
