THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to reflect his foreign service in:
* Saudi Arabia, from 1 August 1990 through 15 April 1990 [sic],
* Korea, from 24 February 1988 through 22 February 1989
* Europe, from 15 October 1998 through 14 June 2002
2. The applicant states, in effect, that a system error during his retirement process attributed to the errors.
3. The applicant provides a copy of his DA Form 2-1 (Personnel Qualification Record Part II), reviewed on 27 March 2002, and a copy of his Enlisted Record Brief (ERB), dated 3 February 2014.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Regular Army on 28 August 1987. He held military occupational specialties (MOS) 71L (Administrative Specialist), 42A (Human Resources Specialist), and 79S (Career Counselor). He served through numerous periods of reenlistment, in positions of increased responsibilities, and on 1 December 2008, he was promoted to the rank/grade of master sergeant (MSG)/E-8.
2. Item 5 (Oversea Service) of his DA Form 2-1 shows he served in the following locations during the period specified:
* Korea 24 February 1988 through 22 February 1989
* Honduras 26 January 1990 through 3 April 1990
* Saudi Arabia 29 September 1990 through 18 April 1991
* Germany 15 October 1998 through 6 June 1999
* Kosovo 7 June 1999 through 4 December 1999
* Germany 5 December 1999 through 1 June 2002
3. Section I (Assignment Information) subsection Overseas Service (OS)/Deployment Combat Duty of his ERB shows he served in the following locations as related to his contentions:
* Saudi Arabia 1 August 1990 through 15 April 1991
* Germany 1 June 1998 through 1 June 2002
* his tour in Korea is not show in this section
4. On 31 January 2014, he was honorably retired after completing 26 years, 5 months, and 3 days of net active service. Item 18 (Remarks) of his DD Form 214 contains the following entries:
* SERVICE IN HONDURAS: 19900125 19900403
* SERVICE IN SAUDI ARABIA: 19980601 20020601
* SERVICE IN KOSOVO: 19990607 19991206
* SERVICE IN AFGHANISTAN: 20021129 20030206
* SERVICE IN IRAQ: 20030905 20040306
* SERVICE IN KUWAIT: 20061111 20071115
5. The Defense Manpower Data Center (DMDC) compiled the Operation Desert Shield/Storm Data Base. The primary Operation Desert Shield/Storm file contains one record for each active duty member who participated in the theater between 2 August 1990 and 31 July 1991. This database shows he served in Southwest Asia from 1 September 1990 through 18 April 1991.
6. Army Regulation 635-5 (Separation Documents) at the time prescribed separation documents must be prepared for Soldiers upon retirement, discharge, release from active service, or control of the active Army. It provides that for block 18, the preparer should enter the continuous period of active service for which a Soldier was deployed "SERVICE IN (NAME OF COUNTRY DEPLOYED) FROM (inclusive dates, for example, YYYYMMDD-YYYYMMDD)."
DISCUSSION AND CONCLUSIONS:
1. The applicant's contentions that his DD Form 214 should be corrected to reflect his correct dates of service for his tours in Saudi Arabia, Korea, and Europe was carefully considered and determined to have partial merit.
2. The DMDC Desert Shield/Storm database reveals the applicant served in Southwest Asia from 1 September 1990 through 18 April 1991. His DD Form 214 shows 1 June 1998 through 1 June 2002, which appears to be an administrative error. His other records have minor differences in the exact dates of his deployment but there is an administrative error on his DD Form 214 reflecting the correct time. In view of the foregoing, it would be appropriate to correct his DD Form 214 to more accurately reflect the period of his deployment to Saudi Arabia.
3. The applicant's contention to have his tours in Korea and Europe changed is without merit. The applicable regulation only documents continuous period of service for which a Soldier was deployed with his unit on the DD Form 214. Therefore, these tours are not documented on his DD Form 214 as they are normal permanent change of station tours of duty and are not assignments associated with a deployment.
4. In view of the foregoing, partial relief should be granted.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by correcting his DD Form 214 as follows:
a. deleting the current entry in item 18 "SERVICE IN SAUDI ARABIA 19980601-20020601"; and
b. adding in item 18 the entry "SERVICE IN SAUDI ARABIA 19900901-19910418."
2. The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to correcting his DD Form 214 to document his periods of foreign service in Korea and Europe.
