THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, removal of the following documents from his interactive Personnel Electronic Records Management System (iPERMS) Record.  

* Memorandum, Subject:  Request for Medical Corps Multi-Year Special Pay (MSP) (belonging to another officer) 
* Meritorious Service Medal (MSM) Certificate, dated 26 January 2010, (belonging to the applicant) 
* Both of the above documents are filed under the document name/document title "AMEDD-Army Medical Department) and Army Medical Combined/Multi Year Special Pay (AMEDD-MSP)"  

2.  He states, in effect, the above documents were filed in his Official Military Personnel File (OMPF) in 2009 and 2010.

3.  He does not provide any additional evidence.

CONSIDERATION OF EVIDENCE:

1.  After having prior enlisted Army National Guard service, on 3 July 2003, the applicant was appointed as a second lieutenant in the U.S. Army Reserve.



2.  The following two documents are incorrectly filed in the applicant's iPERMS Record under the Document Name/Document Title "AMEDD- Army Medical Combined/Multi Year Special Pay (AMEDD-MSP):"

* a three-page document, Subject:  Request for MSP (pertaining to another officer) 
* MSM certificate dated 26 January 2010 (belonging to the applicant). 
* the effective date and date added for these documents are listed as 
17 December 2009 and 25 May 2010, respectively

3.  The applicant's MSM certificate is also correctly filed under "Award Document" in his OMPF.

DISCUSSION AND CONCLUSIONS:

1.  The available evidence shows a three-page document Subject: "Request for Medical Corps Multi-Year Special Pay (MSP)" (pertaining to another officer) and an MSM Certificate (belonging to the applicant) are incorrectly filed in the applicant's iPERMS Record under the Document Name/Document Title "AMEDD - Army Medical Combined/Multi Year Special Pay (AMEDD-MSP)."  Therefore, in the interest of equity and justice, it would be appropriate to remove these documents.

2.  The applicant's MSM certificate is also correctly filed under "Award Document" in his OMPF, which requires no correction.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by removing from the individuals iPERMS Record under the Document Name/Document Title "AMEDD- Army Medical Combined/Multi Year Special Pay (AMEDD-MSP) the:"

   a.  memorandum, Subject:  "Request for Medical Corps Multi-Year Special Pay"; and 

   b.  MSM Certificate, dated 26 January 2010.
