THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of item 12f (Foreign Service) of his 
DD Form 214 (Certificate of Release or Discharge from Active Duty) with a separation date of 28 October 2008.

2.  The applicant states, in effect, he was told repeatedly by authorized officials at Fort Leavenworth, KS that he should receive overseas credit for his service in Afghanistan.  However, has not been able to have this corrected on his DD Form 214.

3.  The applicant provides orders for active duty.

CONSIDERATION OF EVIDENCE:

1.  He is currently a colonel in the U.S. Army Reserve (USAR) serving on active duty.

2.  While already on active duty, U.S. Army Combined Arms Center and Fort Leavenworth, Fort Leavenworth Orders Number 228-351, dated 16 August 2007, ordered him to Fort Bragg, NC on or about 10 September 2007 to deploy with the 4th Brigade Combat Team (BCT), 82nd Airborne Division, to Afghanistan.

3.  U.S. Army Combined Arms Center and Fort Leavenworth Orders 077-350 amended the above orders to read:  attached to 4th BCT, 82nd Airborne Division, Fort Bragg, NC with duty in Afghanistan (10 September 2007 - 6 April 2008); 
4th BCT, 101st Airborne Division, Fort Campbell, KY with duty in Afghanistan (7 April 2008 - until mission complete).  The exact date of his expected return from Afghanistan is not shown.

4.  On 28 October 2008, he was released from active duty and returned to his USAR unit.  His DD Form 214 provides the following information in:

* item 12f - no foreign service
* item 18 (Remarks) - service in Afghanistan from 10 September 2007 - 
21 August 2008

5.  Army Regulation 635-5 (Separation Documents), then in effect, established the standardized policy for preparing and distributing of the DD Form 214.

	a.  Foreign service, taken from the Officer Record Brief, performed during the period covered in item 12c (Net Active Service This Period) of the individual's DD Form 214 would be entered in item 12f.

	b.  When a Reserve Soldier was deployed during the period covered by the DD Form 214, one of three entries, including the entry "SERVICE IN (name of country) FROM (inclusive dates in YYYY/MM/DD format)," would be entered in item 18.

DISCUSSION AND CONCLUSIONS:

The available orders showing he deployed to Afghanistan and the entry on his 
DD Form 214 showing the dates of his deployment to Afghanistan are sufficient to show he had 11 months and 12 days of foreign service during the period of his DD Form 214.  Therefore, item 12f should be amended to read "0000 11 12."

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending item 12f of his DD Form 214 with a separation date of 28 October 2008 by deleting "0000 00 00" and adding "0000 11 12."
