THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of his request to change his home of record.

2.  The applicant states he found a income tax form that shows he lived in Texas just before he joined the Army.

3.  The applicant provides a copy of a 1996 Internal Revenue Form 1099 Misc (Miscellaneous Income) showing his address as Meridian, Texas.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20130010834, on 6 February 2014.

2.  The applicant provided new evidence that will be considered by the Board.

3.  The IRS Form 1099 Misc is addressed to the applicant at an address in Meridian, Texas. 

4.  The applicant's 1 May 1996 DD Form 4/1 Enlistment/Reenlistment Document shows his home of record as Nashville, Arkansas; however, his DD Form 1966 (Record of Military Processing) lists his Home of Record as Meridian, Texas.

DISCUSSION AND CONCLUSIONS:

1.  Although his DD Form 4/1 shows his home of record as Nashville, Arkansas, the IRS Form 1099 Misc suggests and the DD Form 1966 confirms the applicant's home address at the time he enlisted was Meridian, Texas. 

2.  It would be appropriate to rectify this injustice by correcting the applicant’s records as recommended below.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by changing the Home of Record shown in item 7b of his 25 February 2001 DD Form 214 to Meridian, Texas.
