THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests the entry of "JFW" in item 26 (Separation Code) on his DD Form 214 (Certificate of Release or Discharge from Active Duty) be changed to a code that will allow him to reenter the U.S. Armed Forces, specifically the Air National Guard.

2.  He states, in effect:

	a.  while at basic combat training (BCT), he had stomach discomfort and was vomiting.  He was sent to the Urgent Care Clinic at Fort Jackson, SC where his illness was unclear.  

	b.  he was recommended to check in for a psychological evaluation to find what might have been the problem.  He was interviewed and was asked certain questions to find an answer to what was upsetting his stomach and affecting his morale.

	c.  it was thought that he may have been experiencing anxiety, which was not the case, nor has he ever experienced any such issues in the past.  

3.  He provides:

* DD Form 214
* DA Form 4707 (Entrance Physical Standards Board (EPSBD) Proceedings)
* Psychological Evaluation
CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 16 July 2013.

2.  On 29 July 2013, an EPSBD evaluated the applicant for a diagnosis of anxiety disorder (not otherwise specified).  He was given a physical profile of 111113.  After careful consideration of medical records, laboratory findings, and medical examinations, the EPSBD found the applicant was medically unfit for enlistment in accordance with current medical fitness standards.  The evaluating physicians determined that the condition existed prior to service, noting, in effect, he:

* reported he felt anxious in elementary school related to the harassment by his step-brothers
* isolated himself at home and with his peers in school with poor trust of others and few friends
* had no dating history and he was "always scared" of his mother with the belief that she would blame him
* reported that he engaged in daily rituals and counts and checks things which helps him feel less anxious while at home

3.  The appropriate medical authority approved the findings on 8 August 2013.

4.  On 12 August 2013, the applicant acknowledged that he had been informed of the medical findings and indicated that he understood that legal advice of an attorney employed by the Army was available to him or that he could consult civilian counsel at his own expense.  He also acknowledged he understood he could request to be discharged from the U.S. Army without delay or request retention on active duty.  He concurred with the proceedings and requested to be discharged from the U.S. Army without delay.  The EPSBD recommended that the applicant be separated from the U.S. Army for failure to meet medical procurement standards in accordance with Army Regulation 40-501 (Standards of Medical Fitness), chapter 2, paragraph 2-27(k).

5.  On 14 August 2013, the discharge authority directed that the applicant be discharged from the service under the provisions of Army Regulation 635-200 (Active Duty Enlisted Administrative Separations), paragraph 5-11, in an entry level status with uncharacterized service.  

6.  On 22 August 2013, he was discharged under the provisions of Army Regulation 635-200, paragraph 5-11, by reason of failure to meet procurement medical fitness standards with uncharacterized service.  At the time of his discharge, he had completed 1 month and 7 days of active military service.  
7.  His DD Form 214 shows he was assigned an RE code of 3 and a Separation Program Designator code of "JFW" (Failure to Meet Procurement Medical Fitness Standards).

8.  He provided a Psychological Evaluation for Enlistment, dated 27 February 2014.  The examining physician stated there were no signs or symptoms during the interview of any current psychiatric illness.  

9.  Army Regulation 635-200 provides the basic authority for the separation of enlisted personnel.  Paragraph 5-11 specifically provides that Soldiers who were not medically qualified under procurement medical fitness standards, when accepted for enlistment, or who became medically disqualified under these standards prior to entrance on active duty or active duty for training or initial entry training will be separated.  

DISCUSSION AND CONCLUSIONS:

1.  The applicant's discharge under the provisions of Army Regulation 635-200, paragraph 5-11 based on failure to meet procurement medical fitness standards was administratively correct and in conformance with applicable regulations.

2.  The evidence of record shows he was assigned a separation code of "JFW" and he was assigned an RE code of 3 in accordance with the governing regulation.

3.  His contention that he had stomach problems while at BCT is acknowledged.  However, the EPSBD proceedings show he was evaluated by competent medical authorities and he was diagnosed with an anxiety disorder.  The history of his symptoms would have been reported by him.

4.  His narrative reason for separation was based on his failure to meet procurement medical fitness standards and he has not established a basis for changing his reason for discharge.  In view of the foregoing, there is no basis for granting relief in this case.
