THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that she be granted additional constructive service credit.
2. The applicant states she was appointed as a Medical Service Corps (MSC) first lieutenant in occupational specialty 74D (Environmental Sciences) based on her bachelors degree in Biology; however, she does not believe that she received any credit for her graduate degree credits as she was subsequently awarded a Masters degree in Public Health (MPH).
3. The applicant provides a list of enclosures on her application.
CONSIDERATION OF EVIDENCE:
1. The applicant served as a Regular Army commissioned officer from 14 August 2004 until she was honorably discharged in the rank of captain on 18 June 2009 due to miscellaneous/general reasons. She had served 4 years, 6 months, and 24 days of active service.
2. On 17 December 2013, she was appointed as a U.S. Army Reserve first lieutenant with 2 years, 5 months, and 2 days of constructive service credit.
3. The applicant dispatched an email to the human resources official who prepared her DA Form 5074-R (Record of Award of Entry Grade Credit (Health Services Officers). Officials at the U.S. Army Human Resources Command (HRC) responded to the effect that the constructive credit she was awarded was correct and that an MPH in Environmental Health is not considered for the 72D career field since it is not a Council on Education for Public Health (CEPH) accredited MPH program. Additionally, the applicant had no public health experience present that would be relevant to the 72D career field. Accordingly, she was not awarded additional constructive service credit for experience or education.
4. DoD Directive 6000.13 (Medical Manpower and Personnel) implements policy, assigns responsibilities, and prescribes procedures to carry out medical manpower and personnel programs. Paragraph 6.1.1.3. provides that commissioned service on active duty or in an active status while participating in an educational program leading to appointment in a specialty in which constructive credit is awarded, shall be awarded day-to-day credit for service performed. An officer on active duty or in an active status who completes a program that would qualify for credit under subparagraph 6.1.2.2. in less than the number of years normally required may be given constructive credit by the Secretary of the Military Department concerned. Constructive credit may be awarded only if such advanced education or advanced degree is required as a prerequisite for original appointment as a commissioned officer in a particular category.
DISCUSSION AND CONCLUSIONS:
1. The applicant contends she should be granted additional constructive credit for her MPH; however, officials at the HRC opine that her MPH is not a CEPH accredited program and given that she did not have any public health experience that would be relevant to the 72D career field, no additional constructive service credit was awarded for experience or education.
2. The subject matter experts in this case (HRC) have opined that the applicant is not entitled to constructive service credit for her masters degree and there does not appear to be any reason to believe that the office is inconsistent in its recommendations related to constructive service credit.
3. Accordingly, there appears to be no basis to grant her additional constructive service credit beyond what she has already received.
