		BOARD DATE: 28 October 2014

		DOCKET NUMBER: AR20140004586

THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1. Application for correction of military records (with supporting documents provided, if any).

2. Military Personnel Records and advisory opinions (if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his tour in Bosnia.

2. The applicant states his service in Bosnia is not shown in item 18 (Remarks) of his DD Form 214.

3. The applicant provides copies of unit temporary change of station orders and a by-name listing in support of Operation Joint Forge-Task Force Eagle and his NATO Medal Certificate showing his service in Bosnia-Herzegovina from
5 September 1999 to 24 March 2000.

CONSIDERATION OF EVIDENCE:

1. The applicant is a retired Regular Army sergeant first class (SFC)/E-7.

2. His DA Form 2-1 (Personnel Qualification Record (Part - II) shows he served in Germany from 19 June 1979 through 10 June 1982 for a period of 2 years, 11 months, and 23 days; and again in Germany from 16 March 1984 through
5 February 1988 for a period of 3 years, 3 months, and 21 days; and in Alaska from 17 February 1993 through 16 September 1994, a period of 1 year and 7 months.

3. He was retired due to sufficient service effective 31 October 2000. His
DD Form 214 shows he completed 21 years, 11 months, and 10 days of net active service this period. Item 12f (Foreign Service) shows the entry 0000 00 00 indicating he had completed no foreign service. His DD Form 214 further shows no entries for deployed service in item 18 (Remarks).

4. The Defense Finance and Accounting Service (DFAS) verified the applicant received hostile fire/imminent danger pay (HF/IDP) for Bosnia from 26 August 1999 through 16 March 2000, a period of 6 months and 20 days.

5. Army Regulation 635-5 (Personnel Separations - Separation Documents) at the time prescribed the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. It states:

   a. that for an active duty Soldier deployed to a foreign country with his or her unit during their continuous period of active service, the statement "SERVICE IN (NAME OF COUNTRY DEPLOYED) FROM (inclusive dates for example, YYYYMMDD - YYYYMMDD)" will be entered in block 18.

   b. for item 12f, enter the total amount of foreign service completed during the period covered by the DD Form 214.

DISCUSSION AND CONCLUSIONS:

1. DFAS confirmed the applicant was deployed to Bosnia from 26 August 1999 to 16 March 2000. Therefore, His DD Form 214 should be corrected to show this deployed service.

2. Records show the applicant completed a total of 8 years, 5 months, and 4 days of combined foreign and deployed service. Therefore, his DD Form 214 should be corrected accordingly.

BOARD VOTE:
