THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to show that the last four digits of his Social Security Number are 69XX instead of 68XX.
2. The applicant states his DD Form 214 incorrectly reflects the last four digits of his SSN are 68XX instead of 69XX.
3. The applicant provides copies of his DD Form 214 and Social Security Card.
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. The applicant enlisted in the Oklahoma Army National Guard (OKARNG) on 28 February 1991 using the SSN that is reflected on the Social Security Card that he provided with his application and which is also contained in his official records.
3. He was ordered to active duty training (ADT) on 7 March 1991. He completed his ADT, and on 23 July 1991 he was released from ADT and was returned to his OKARNG unit. His DD Form 214 shows in block 3 the last four digits of his SSN as 68XX.
DISCUSSION AND CONCLUSIONS:
1. The applicants contention that his DD Form 214 incorrectly reflects his SSN as ending in 68XX has been noted and found to have merit.
2. The applicant enlisted with the SSN that is contained on his Social Security Card and served under that SSN his entire period of service.
3. Accordingly, his DD Form 214 should be corrected to reflect the SSN that is contained on his Social Security Card.

As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by deleting from block 3 of his DD Form 214 the current entry and replacing it with the SSN that is contained on his Social Security Card.
