THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests reconsideration of her previous request for correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of the Army Achievement Medal (AAM).
2. She states she received the award shortly before she was discharged and her DD Form 214 had already been printed.
3. She provides an AAM Certificate and her DD Form 214.
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20100000925 on 27 July 2010.
2. The applicant provides new evidence that was not previously considered.
3. On 20 September 2005, the applicant enlisted in the Regular Army. On 29 March 2008, she was honorably discharged as a specialist/E-4 after completing 2 years, 6 months, and 10 days of active military service.
4. Her DD Form 214 shows she was awarded or authorized the:
* National Defense Service Medal
* Global War on Terrorism Service Medal
* Army Service Ribbon
5. Her Official Military Personnel File is void of documentation showing she was awarded the AAM.
6. She provides an AAM Certificate dated 29 February 2008 showing she received the award for meritorious service during the period 1 August 2006 to 31 January 2008. The certificate shows the award was announced in Permanent Order Number 052-01 issued by 5th Aviation Battalion (Provisional), Joint Readiness Training Center, Fort Polk, LA on 29 February 2008.
7. A review of her record indicates she is eligible for an additional award that is not listed on her DD Form 214.
8. Section III (Service Data) of her Enlisted Record Brief (ERB), dated 7 March 2008, shows her Army Good Conduct Medal (AGCM) eligibility date was 20 September 2008 (3 years from the date she entered active duty). Her record is void of documentation indicating she was the subject of any disciplinary action during her military service.
9. Army Regulation 600-8-22 (Military Awards) states:
a. The AGCM is awarded to individuals who distinguish themselves by their conduct, efficiency, and fidelity. This period is 3 years except in those cases when the period for the first award ends with the termination of a period of active Federal military service. Although there is no automatic entitlement to the AGCM, disqualification must be justified.
b. Disqualification for an award of the AGCM can occur at anytime during a qualifying period (for example, when manner of performance or efficiency declines). When disqualification occurs, the authority responsible for the Soldier's service records will establish the new beginning date for the Soldiers eligibility for award of the AGCM and enter the new date in the Soldiers electronic Military Personnel Office (eMILPO) record.
DISCUSSION AND CONCLUSIONS:
1. The applicant was awarded the AAM by permanent order. She is entitled to correction of her DD Form 214 to show this award.
2. During her active duty service, she was promoted to SPC and she was awarded the AAM. Further, the record shows her AGCM eligibility date was set at 3 years after her enlistment, indicating she had not been disqualified for the AGCM at any point prior to her discharge. Based on her overall record of service, it appears that an administrative error occurred resulting in the applicant not being recommended for or awarded the first award of the AGCM. Therefore, it would be appropriate at this time to award her the AGCM (1st Award) for the period 20 September 2005 to 29 March 2008 and to correct her DD Form 214 to show this award.

The Board determined that the evidence presented was sufficient to warrant amendment of the ABCMRs decision in Docket Number AR20100000925, dated 27 July 2010. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
a. awarding her the AGCM (1st Award) for the period 20 September 2005 to 29 March 2008 and
b. adding to her DD Form 214 the AAM and AGCM (1st Award).
