THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of her earlier request for correction of her records to show she was activated and served in support of Operation Desert Storm.

2.  She states:

	a.  She has contacted different divisions of the Office of Personnel Management (OPM) through email and telephone calls in order to gain access to a copy of her pay records from the first 6 months of 1991 but without success.

	b.  She doesn't understand why the training documents she previously provided after activation were not sufficient support.

	c.  She didn't attend the training on her own time, she was activated for it.  Her unit, the 8830th One-Station Unit Training Military Police Brigade, deployed half the unit in support of Operation Desert Storm.  The other half stayed back to cycle troops through the Military Police School.

	d.  There were literally only 2 weeks before their deployed Soldiers were to return and her unit was scheduled to deploy in their place.

	e.  She was originally discharged under hardship for "parenthood of married service woman" and she remarried just so she could deploy.  She was divorced when she was activated.

	f.  She is currently employed by the Department of the Veterans Affairs North Texas Care System in Dallas and continues to serve the U.S. military and veterans in the capacity of an addiction therapist.  She didn't know she was not considered part of the active rolls for duty in support of Operation Desert Storm until after she started her job in July 2010.

3.  She provides no additional evidence.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20120005396 on 16 October 2012.

2.  The applicant provided new arguments that will be considered by the Board.

3.  The applicant enlisted in the Regular Army on 17 November 1982 and she was honorably released from active duty (REFRAD) on 24 January 1985 by reason of "parenthood of married service woman."  At the time of her REFRAD, she had completed 2 years, 2 months, and 8 days of active military service.  On the following date, she was transferred to the U.S. Army Reserve (USAR) Control Group (Annual Training).

4.  On 27 July 1988, she enlisted in the USAR for 3 years and she extended her USAR enlistment for 1 year on 10 March 1991.

5.  Her service records contain DA Forms 1059, dated 16 March and 2 April 1991, respectively, that show she completed the inactive duty training (IDT)/
active duty for training (ADT) phase of the Basic Military Police Course on 16 March 1991 and attended the resident phase of the Basic Instructor Training Course from 18-27 March 1991.  There are no available orders indicating her Reserve duty status for these courses.

6.  The applicant's records are void of orders or other documents that show she was ever ordered to active duty or served on active duty in support of Operation Desert Storm.  On 7 November 1991, the applicant was released from her unit assignment and transferred to the Individual Ready Reserve (IRR) by reason of unsatisfactory participation.

7.  On 28 July 1992, the applicant was honorably discharged from the USAR in the rank of sergeant/E-5.

8.  Her name does not appear on the Department of the Army Gulf War Roster.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends that she was activated and served in support of Operations Desert Shield/Desert Storm.  However, her name does not appear on the Operations Desert Shield/Desert Storm deployment roster.

2.  Further, the evidence she provided which included her diploma and DA Forms 1059 indicates she was performing IDT/ADT, not active duty in support of Operation Desert Storm.

3.  In the absence of orders confirming she was mobilized in support of Operation Desert Storm, there is insufficient evidence to grant her request.
