THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of his request to have his DD Form 214 (Certificate of Release or Discharge from Active Duty) corrected to show his foreign service in Qatar.

2.  The applicant states he served in Qatar for 2 weeks in the summer of 2001.

3.  The applicant provides copies of his DD Form 214 and Combat Pay Screen.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20120008414, on 15 November 2012.

2.  The applicant provides a Combat Pay Screen, which is new evidence that will be considered.

3.  The applicant enlisted in the Regular Army on 28 July 1999 for a period of 
4 years and training under the airborne, infantry and ranger training option.  He completed his one-station unit training and airborne training at Fort Benning, Georgia and he was transferred to a Ranger company at Fort Lewis, Washington on 7 February 2000.  

4.  On 2 May 2001 he was assigned to the replacement company at Fort Lewis and on 4 May 2001, he was assigned to a Stryker company in the 2nd Infantry Division where he remained until his discharge on 28 December 2001.

5.  In his previous application to the Board he contended that he served 2 weeks in Qatar in 2000.  Records at the Defense Finance and Accounting Service (DFAS) failed to show that he had received hostile fire/imminent danger pay or that he received combat zone tax exclusion for service in Qatar.  The Board determined that there was no evidence to show that he served in Qatar.

6.  The Military Combat Pay screen provided by the applicant is from the Department of Veterans Affairs “My Health Vet” system indicates the applicant deployed during the period 20010501 – 20010531.  It does not reflect a location or where this information came from.

DISCUSSION AND CONCLUSIONS:

1.  The applicant’s contention that his DD Form 214 should reflect his deployment to Qatar has been noted and still appears to lack merit.  The evidence he has submitted is still insufficient to establish his deployment to Qatar and the dates thereof.

2.  The evidence submitted by the applicant indicates a 1-month deployment during May 2001; however, his record of assignments reflects that he was reassigned to a Stryker unit at Fort Lewis during the month of May.

3.  The applicant’s records do not contain and the applicant has provided no deployment orders to show that he deployed to Qatar. 

4.  Therefore, in the absence of more specific evidence to show the period he deployed and the location, there appears to be no basis to grant his request.
