THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his deployments in support of Operation Iraqi Freedom and Operation Enduring Freedom.
2. The applicant states his deployment history is not listed on his DD Form 214.
3. The applicant provides his Soldier Deployment History Outprocessing Report.
CONSIDERATION OF EVIDENCE:
1. The applicant's records show he enlisted in the Regular Army on 29 July 2008 and he held military occupational specialty 25C (Radio Operator/Maintainer). He was assigned to the 112th Signal Company, Fort Bragg, NC.
2. He provided his Soldier Deployment History Outprocessing Report, dated 18 November 2010, that shows he served in a named operation outside the United States from 1 August 2009 to 6 March 2010, a period of 7 months and 6 days.
3. The Overseas Service/Deployment Combat Duty block of his Enlisted Record Brief (ERB) shows he served in Qatar from 27 July 2009 to 6 March 2010, a period of 7 months and 8 days.
4. The Defense Finance and Accounting Service confirmed by email, dated 21 October 2013, that the applicant received hostile file pay/imminent danger pay (HFP/IDP) and combat zone tax exclusion (CZTE) for service in Iraq from 1 July 2009 to 27 January 2010, a period of 6 months and 27 days.
5. He was honorably released from active duty in the rank/grade of specialist/E-4 on 2 February 2011. His DD Form 214 shows he completed 2 years, 6 months, and 4 days of creditable active service with no lost time. He was fully eligible to reenlist. His DD Form 214 also shows in:
* item 12f (Foreign Service) 7 months and 10 days
* item 13 (Decorations, Medals, Badges, Citations, and Campaign Ribbons Awarded or Authorized)
* Joint Service Achievement Medal
* Army Achievement Medal (2nd Award)
* Joint Meritorious Unit Award
* Global War on Terrorism Expeditionary Medal
* Global War on Terrorism Service Medal
* Army Service Ribbon
* item 18 (Remarks) no deployed service
6. Army Regulation 635-5 (Separation Documents), in effect at the time, established standardized policy for preparing and distributing the DD Form 214 and contained item-by-item guidance for preparation of the DD Form 214. It stated for:
* item 12f enter the total amount of foreign service completed during the period covered by the DD Form 214
* item 13 enter all awards, decorations, and badges
* item 18 for an active duty Soldier deployed with his or her unit during their continuous period of active service, enter the statement "SERVICE IN (name of country deployed) FROM (YYYYMMDD-YYYYMMDD)"
DISCUSSION AND CONCLUSIONS:
1. Although the applicant does not specifically state when and where he deployed, he clearly served overseas in support of the Global War on Terrorism as evidenced by his award of the Global War on Terrorism Expeditionary Medal and the entry of 7 months and 10 days of foreign service in item 12f of his DD Form 214. However, the dates and location of his deployment are problematic.

* his ERB shows he served in Qatar from 27 July 2009 to 6 March 2010, a period of 7 months and 8 days
* his DFAS pay records show he received HFP/IDP and CZTE for service in Iraq from 1 July 2009 to 27 January 2010, a period of 6 months and 27 days
2. The dates and location(s) are inconsistent. In the absence of additional documentary evidence of the exact location and dates of his deployment, there is insufficient evidence to correct his DD Form 214 at this time.
3. If he can provide additional documentary evidence in the form of a deployment/redeployment order, completed travel vouchers, commander's statement, or other documents, he may resubmit his application for reconsideration within 1 year of the Board's decision.
