THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of his earlier request to correct his birth month on his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) from May to March.

2.  The applicant states he is trying to make his military records consistent so that upon his death his headstone will show his correct birth date.

3.  The applicant provides:

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the ABCMR in Docket Number AR20120010119, on 13 December 2012.

2.  The applicant provides additional records which were not previously considered by the Board.  The new evidence warrants consideration at this time.
3.  The applicant's complete military records are not available for review.  A fire destroyed approximately 18 million service member's records at the National Personnel Record Center in 1973.  It is believed his records were lost or destroyed in that fire.  Sufficient evidence was previously submitted to make a fair and impartial decision.

4.  The available evidence shows he was inducted into the Army of the United States on 6 January 1956 and honorably released from active duty as an overseas returnee and transferred to the U.S. Army Reserve on 23 December 1957.  

5.  Item 6 (Date of Birth) of his DD Form 214 shows his month of birth as May.

6.  The applicant provides the following documents which show his month of birth as March:

* DD Form 737 (Immunization Certificate)
* DA Form 8-117 (Immunization Register and Other Medical Data)
* Selective Service System Registration Certificate
* Department of Commerce, Bureau of Census, Notification of Birth Registration

7.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army.  It establishes standardized policy for the preparation of the DD Form 214.  It states that the DD Form 214 is a synopsis of the Soldier's most recent period of continuous active duty.  It provides a brief, clear-cut record of active Army service at the time of release from active duty, retirement, or discharge.

DISCUSSION AND CONCLUSIONS:

The applicant's birth record, immunization records, Selective Service System Registration, and Uniform Services ID card show his birth month as March.  As such, it appears the birth month on his DD Form 214 was transcribed in error; therefore, it would be appropriate to correct his DD Form 214 to show his birth month as March.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined the evidence presented is sufficient to warrant amendment of the ABCMR's decision in Docket Number AR20120010119, dated 13 December 2012.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending item 6 on his DD Form 214 to show his birth month as "March."
