THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that the records of her deceased father, a former service member (FSM), be corrected by awarding him the Purple Heart and adding it to his DD Form 214 (Report of Separation from the Armed Forces of the United States).
2. The applicant states that her fathers DD Form 214 shows he was wounded in action by the enemy on 16 December 1952; however, the Purple Heart is not reflected on the DD Form 214. Accordingly, she desires the Purple Heart to be issued to the FSM so that she can have it placed on his grave marker along with his Combat Medical Badge (CMB).
3. The applicant provides copies of the FSMs DD Form 214 and death certificate and a copy of her baptismal certificate.
CONSIDERATION OF EVIDENCE:
1. The FSM was inducted on 1 October 1951. He completed his training as an aidman and was transferred to Korea. He was serving in the rank of private first class when he was wounded on 19 December 1952. He was promoted to the rank of corporal on 14 February 1953.
2. On 21 July 1953, he was honorably discharged for the purpose of immediate reenlistment. His DD Form 214 shows that he received a flesh wound to the face on 19 December 1952 and that he was awarded the CMB, Korean Service Medal with three bronze service stars, and the United Nations Service Medal.
3. He reenlisted on 22 July 1953 and served until he was honorably released from active duty on 25 March 1954 and was transferred to the Army Reserve to complete his statutory service obligation. He was honorably discharged from the U.S. Army Reserve on 30 September 1959.
4. Army Regulation 600-8-22 (Military Awards) states the Purple Heart is awarded for a wound sustained while in action against an enemy or as a result of hostile action. Substantiating evidence must be provided to verify that the wound was the result of hostile action, the wound must have required treatment by medical personnel, and the medical treatment must have been made a matter of official record.
5. Army Regulation 600-8-22 states the National Defense Service Medal (NDSM) is awarded for honorable active service for any period between 27 July 1950 and 27 July 1954, 1 January 1961 and 14 August 1974, 2 August 1990 and 30 November 1995, and 11 September 2001 and a date to be determined.
6. Army Regulation 600-8-22 states the Republic of Korea War Service Medal (ROKWSM) is awarded to members of the U.S. Armed Forces who served in Korea and adjacent waters between 25 June 1950 and 27 July 1953. The service must have been performed, in part, while on permanent assignment or on temporary duty for 30 consecutive or 60 non-consecutive days within the territorial limits of Korea or the waters immediately adjacent thereto.
DISCUSSION AND CONCLUSIONS:
1. The FSM was wounded in action in Korea on 19 December 1952; therefore, he is entitled to award of the Purple Heart (posthumously) and to have it entered on his DD Form 214.
2. Additionally, he served during qualifying periods for award of the NDSM and ROKWSM and is entitled to have these medals entered on his DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
* Awarding the FSM the Purple Heart (posthumously) for wounds received in action on 19 December 1952
* Adding the Purple Heart, NDSM, and ROKWSM to his DD Form 214, dated 28 March 1954
2. The Board wants the applicant and all others to know that the sacrifices made by her late father in service to the United States during World War II are deeply appreciated. The applicant and all Americans should be justifiably proud of his service in arms.
