THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of the Overseas Service Ribbon with numeral "2."
2. The applicant states she deployed twice to Iraq; therefore, she is entitled to the Overseas Service Ribbon with numeral "2."
3. The applicant provides a copy of her DD Form 214.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Regular Army on 3 February 2004.
2. Item 12f (Foreign Service) of the applicant's DD Form 214 shows she served 1 year, 8 months, and 8 days of foreign service; however, it does not show award of the Overseas Service Ribbon.
3. Item 18 (Remarks) of the applicant's DD Form 214 shows she served in Iraq for the periods 21 September 2005 through 7 September 2006 (a period of 11 months and 18 days) and 2 September 2008 through 22 May 2009 (a period of 8 months and 21 days).
4. On 23 March 2011, she was honorably retired due to temporary disability.
5. Army Regulation 600-8-22 (Military Awards) states the Overseas Service Ribbon is awarded for successful completion of overseas tours. Numerals are used to denote the second and subsequent awards of the Overseas Service Ribbon.
6. According to the Awards Branch at U.S. Army Human Resources Command, Iraq and Afghanistan are considered isolated areas where tour lengths have not been established by the Department of Defense. However, information received from the Army G-1 allows for short tour credit to those Soldiers who serve a combat deployment/operational deployment (non-combat) tour for 9 months or 8 months and 16 days or more. Therefore, the Overseas Service Ribbon may be granted if the applicant served at least 8 months and 16 days on his/her tour.
DISCUSSION AND CONCLUSIONS:
The evidence of record shows the applicant completed two periods of service in Iraq from 21 September 2005 through 7 September and from 2 September 2008 through 22 May 2009. As such, she is entitled to award of the Overseas Service Ribbon with numeral "2."
