THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) by:

* Showing he was awarded three Meritorious Service Medals (MSMs)
* Showing he was awarded nine Army Reserve Components Achievement Medals (ARCAMs)
* Deleting the Global War on Terrorism Expeditionary Medal (GWOTEM)

2.  The applicant states, in effect, that he has received the Iraq Campaign Medal and the GWOTEM for the same service in Iraq.  He also has received nine ARCAMs and three MSMs.

3.  The applicant provides copies of:

* Certificate for award of the MSM, dated 20 September 2001 indicating Permanent Order Number 28-4 announcing this award
* Certificate for award of the MSM, dated 25 March 2004 indicating Permanent Order Number 085-001 announcing this award
* Certificate for award of the MSM, dated 1 July 2013 indicating Permanent Order Number 182-1 announcing this award
* Memorandum, subject: changes to the Awarding of Previous Army Reserve Components Achievement Medals, dated 24 June 2013



CONSIDERATION OF EVIDENCE:

1.  At the time of his application, the applicant was retired in the rank of lieutenant colonel, pay grade O-5.  The DD Form 214 issued at the time of his retirement on 26 July 2013 shows that:

	a.  his awards include:

* MSM (2 awards)
* ARCAM (6 awards)
* Iraq Campaign Medal (ICM) with campaign star
* GWOTEM

	b.  he served only 6 months overseas service.

2.  The award certificates, as provided by the applicant, indicate he was awarded an MSM on three different occasions and that those awards were announced in permanent orders.

3.  The memorandum, as provided by the applicant, indicates that the Commander, Joint Force Headquarters, North Dakota National Guard, dated 
24 June 2013, listed the nine awards of the ARCAM along with the applicant's corresponding dates of service for each award.

4.  Army Regulation 600-8-22 (Military Awards) states service members qualified for the GWOTEM by reason of service between 19 March 2003 and 28 February 2005, in an area for which the ICM was subsequently authorized, will remain qualified for that medal.  Upon application, any such service member may be awarded the ICM in lieu of the GWOTEM for such service.  No service member will be entitled to both medals for the same act, achievement, or period of service.

DISCUSSION AND CONCLUSIONS:

1.  The available evidence clearly shows the applicant was awarded a total of three MSMs; however, his DD Form 214 only shows two such awards.  Therefore, it would be appropriate to correct his DD Form 214 to show all three MSMs.

2.  The memorandum written by the Commander, North Dakota National Guard is sufficiently convincing to show that the applicant has been awarded a total of 9 ARCAMs.  Therefore, his DD Form 214 should be corrected to show them.

3.  The applicant contends that he was awarded the GWOTEM for the same service recognized by his award of the Iraq Campaign Medal.  Furthermore, he wants to retain the ICM and give back the GWOTEM.  Accordingly, his request should be granted and his DD Form 214 corrected as appropriate.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  deleting from his DD Form 214 for the period ending 26 July 2013:

* Meritorious Service Medal (2nd Award)
* Army Reserve Components Achievement Medal (6th Award)
* Global War on Terrorism Expeditionary Medal

	b.  showing in addition to the awards already-shown on his DD Form 214 for the period ending 26 July 2013, that his awards include:

* Meritorious Service Medal (Three awards)
* Army Reserve Components Achievement Medal (Nine awards)
