THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests constructive credit for the U.S. Marine Corps Sergeants Distance Education Program as an alternative for the U.S. Army Warrior Leader Course (WLC) for the Noncommissioned Officer Education System (NCOES) requirement for promotion.
2. The applicant states, in effect:
a. while serving on active duty in the U.S. Marine Corps he attended NCO leadership courses and then he joined the Army. He would like credit for these courses as an alternative for the U.S. Army WLC.
b. he has attended NCO leadership courses in the past and has been in leadership courses ever since. He has performed quite well.
c. he is a Reservist trying to juggle a civilian career in law enforcement and military duties of a squad leader. It is hard for him to take off of work and attend the school for the duties which he has been doing for over 4 years now in his Reserve command. He is an E-4 squad leader trying to get promoted and this is a barrier standing in the way of his military career.

CONSIDERATION OF EVIDENCE:
1. The applicant's U.S. Marine Corps military records are not available. He provides a diploma, dated 27 January 2000, which shows he completed the U.S. Marine Corps Sergeants Distance Education Program at the Marine Corps Institute.
2. He also provides a transcript from the Marine Corps Institute which shows he completed the following courses:
* Landmine Warfare, Demolitions and Breaching Operations
* Sergeants Distance Education Program
* Written Communication
* Leadership Military Studies
* Training
* Battle Skills
* Weapons
3. Having prior service in the U.S. Marine Corps, the applicant enlisted in the Regular Army on 30 April 2002. He served as an infantryman in Iraq from
12 November 2003 to 8 May 2004. On 5 December 2004, he was honorably discharged by reason of disability (severance pay).
4. He enlisted in the U.S. Army Reserve on 25 June 2009 for a period of 6 years in pay grade E-4.
5. Paragraph 7-26 (Constructive credit for NCOES) of Army Regulation 600-8-19 (Enlisted Promotions and Reductions) states Marine Corps Institute courses are correspondence courses and are not creditable.
DISCUSSION AND CONCLUSIONS:
1. Evidence shows the applicant completed the U.S. Marine Corps Sergeants Distance Education Program in 2000 at the Marine Corps Institute. He requests constructive credit for this course as an alternative for the U.S. Army WLC for the NCOES requirement for promotion.
2. Since the governing regulation states Marine Corps Institute courses are correspondence courses and are not creditable for constructive credit for NCOES, there is no basis for granting the applicant's request.
