THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests reconsideration of his request for award of the Armed Forces Expeditionary Medal.
2. The applicant states he performed three separate 30-day temporary-duty tours and served in direct support of forces on Quemoy and Matsu Islands while stationed in Taiwan from 29 March 1960 to 16 June 1961.
3. The applicant provides copies of highlighted sections of his military records and the prior decisional document.
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20120013745 on 5 March 2013.
2. The applicant served in the Regular Army from 16 September 1959 through 11 September 1962 with assignment to Taiwan from 29 March 1960 to 16 June 1961.
3. Army Regulation 600-8-22 (Military Awards) states the Armed Forces Expeditionary Medal is authorized for qualifying service after 1 July 1958 in military operations within a specific geographic area during a specified time period.
a. An individual who was not engaged in actual combat or equally hazardous activity must have been a bona fide member of a unit participating in or be engaged in the direct support of the operation for 30 consecutive or 60 nonconsecutive days provided this support involved entering the area of operations.
b. Table 2-2 lists designated U.S. military operations and the dates of eligibility for award of the Armed Forces Expeditionary Medal. The Quemoy and Matsu Islands were areas of designated military operations from 23 August 1956 to 1 June 1963.
DISCUSSION AND CONCLUSIONS:
1. While the applicant's records do show service in Taiwan, he has not provided any verifiable evidence that he engaged in actual combat, entered the Quemoy and Matsu Islands area of operations, or served in direct support of operations on the Quemoy and Matsu Islands.
2. Therefore, there is still insufficient evidence to show he warrants award of the Armed Forces Expeditionary Medal.
