THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his service in Iraq.

2.  The applicant states he served in Iraq from 19 December 1990 to 6 May 1991 during Operations Desert Shield/Desert Storm.

3.  The applicant provides:

* DD Form 214
* Certificate of Commendation
* Certificate of Service
* Army Commendation Medal Certificate

CONSIDERATION OF EVIDENCE:

1.  The applicant is a retired sergeant first class (SFC)/E-7 who initially enlisted in the Regular Army on 5 July 1989.  He served through multiple reenlistments in a variety of stateside or overseas assignments.

2.  On 31 January 2013, he retired by reason of sufficient service for retirement and he was placed on the Retired List in his retired rank/grade of SFC/E-7 on
1 February 2013.  His DD Form 214 shows in:

* Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized), among other awards, the Southwest Asia Service Medal and the Kuwait Liberation Medal (Saudi Arabia)
* Item 18 (Remarks) shows service in Cuba but not in Iraq

3.  His name is shown on the Gulf War roster as having served in Southwest Asia from 19 October 1990 to 15 May 1991.

4.  He provides:

	a.  Certificate of Commendation confirming his service with A Battery,
3rd Battalion, 20th Field Artillery, in support of Operation Desert Storm from 19 December 1990 to 6 May 1991.

	b.  Certificate of meritorious service while deployed to Saudi Arabia in support of Operations Desert Shield/Desert Storm from 19 December 1990 to 6 May 1991.

	c.  Certificate, dated 1 July 1991, and orders awarding him the Army Commendation Medal for service with A Battery, 3rd Battalion, 20th Field Artillery, during Operation Desert Storm from 17 January to 28 February 1991.

5.  Army Regulation 600-8-22 (Military Awards) states:

	a.  The Southwest Asia Service Medal is awarded to members of the Armed Forces of the United States who participated in Operations Desert Shield/Desert Storm in the designated area on or after 2 August 1990 to 30 November 1995.  A bronze service star is authorized for wear with this medal for participation in each credited campaign.  Approved campaigns are:

* Defense of Saudi Arabia (2 August 1990 - 16 January 1991)
* Liberation and Defense of Kuwait (17 January - 11 April 1991) 
* Cease-Fire Campaign (12 April 1991 - 30 November 1995)

	b.  The Kuwait Liberation Medal awarded by the Kingdom of Saudi Arabia was approved on 3 January 1992 and is awarded to members of the Armed Forces of the United States who participated in the Persian Gulf War between 17 January 1991 and 28 February 1991.

	c.  The Kuwait Liberation Medal awarded by the Government of Kuwait was approved on 9 November 1995 and is awarded to members of the Armed Forces 

of the United States who participated in the Persian Gulf War between 2 August 1990 and 31 August 1993.

6.  Army Regulation 635-5 (Personnel Separations - Separation Documents) states that for an active duty Soldier deployed to a foreign country with his or her unit during their continuous period of active service, the statement "SERVICE IN (NAME OF COUNTRY DEPLOYED) FROM (inclusive dates for example, YYYYMMDD - YYYYMMDD)" will be entered in block 18.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends he served in Iraq from 19 December 1990 to 6 May 1991.  However, there is no evidence of record and he provides none to support his contention that he served in Iraq.  During Operations Desert Shield/Storm, Soldiers deployed to Southwest Asia - mostly Saudi Arabia and Kuwait.

2.  Nevertheless, the available evidence shows he served in Southwest Asia from 19 December 1990 to 6 May 1991.  Therefore, his DD Form 214 should be corrected to show this service.

3.  During his service in Southwest Asia he served during a qualifying period for entitlement to the Kuwait Liberation Medal (Kuwait).  Therefore, his DD Form 214 should be corrected to show this award.

4.  He participated in three campaigns during his service in Southwest Asia that entitles him to three bronze service stars for wear on his already-awarded Southwest Asia Service Medal.  Therefore, his DD Form 214 should be corrected to show these bronze service stars.

5.  Evidence shows he served in Southwest Asia during the period 19 October through 15 May 1991.  Therefore, his DD Form 214 should be corrected to show this deployment.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

* deleting from item 13 of his DD Form 214 the Southwest Asia Service
* adding to item 13 of his DD Form 214 the:

* Southwest Asia Service Medal with three bronze service stars
* Kuwait Liberation Medal (Kuwait)

* adding to item 18 of his DD Form 214 the entry "Service in Southwest Asia from 19901019 – 19910515."

2.  The Board further determined that the evidence presented was insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to listing his service in Iraq.
