THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests the Korea Defense Service Medal (KDSM) be added to his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 16 January 2011.

2.  The applicant states:

* he served with 5th Squadron, 17th Air Cavalry Regiment, 2nd Infantry Division in South Korea between December 1994 and December 1995
* the KDSM is not reflected on his DD Form 214
* the KDSM was not created or issued until 2002 

3.  The applicant provides:

* DA Form 4187 (Personnel Action)
* DA Form 638 (Recommendation for Award)
* Permanent change of station orders
* DD Forms 214 for the periods ending 13 July 1997 and 16 January 2011 

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 14 July 1994 and trained as a cavalry scout.

2.  His records contain a certificate of achievement, dated 19 October 1995, issued at Camp Pelham, Republic of Korea. 
3.  He provides a DA Form 638, dated 3 November 1995, for the Army Achievement Medal.  This form shows he was assigned to 5th Squadron, 
17th Cavalry Regiment in Korea. 

4.  He was released from active duty on 13 July 1997.

5.  He enlisted in the Army National Guard (ARNG) on 24 October 2008.  He was ordered to active duty from the ARNG on 10 December 2009 in support of Operation Enduring Freedom.  He served in Afghanistan from 9 March 2010 to 
6 December 2010.  He was released from active duty on 16 January 2011.

6.  His DD Form 214 for the period ending 16 January 2011 does not show the KDSM as an authorized award.     
  
7.  Army Regulation 600-8-22 (Military Awards) states the KDSM is authorized for award to members of the Armed Forces of the United States who have served on active duty in support of the defense of the Republic of Korea.  The period of eligibility is 28 July 1954 to a date to be determined by the Secretary of Defense.

DISCUSSION AND CONCLUSIONS:

The applicant served during a qualifying period of service for entitlement to the KDSM.  Therefore, his DD Form 214 for the period ending 16 January 2011 should be corrected to show this award.
