THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to reflect his award of the Expert Marksmanship Qualification Badge with Carbine Bar.
2. The applicant states that he qualified Expert with the M4 Carbine on
4 November 2009 and it was omitted from his DD Form 214.
3. The applicant provides copies of his scorecard and a letter from the officer in charge of the qualification range who verified the applicants score.
CONSIDERATION OF EVIDENCE:
1. The applicant entered active duty as an engineer second lieutenant on 1 June 2002. He served in Iraq from 11 May 2004-31 October 2004 and was promoted to the rank of captain on 1 September 2005. He again served in Iraq during the period of 11 April 2007-21 June 2008.
2. On 4 November 2009, the applicant qualified Expert with the M4 carbine at Joint Base Lewis-McChord, Washington.
3. On 2 July 2010, the applicant was honorably discharged due to miscellaneous/general reasons. He had served 8 years, 1 month, and 2 days of active service and his DD Form 214 issued at the time of his discharge reflects no weapons qualification badges.
4. Army Regulation 600-8-22 (Military Awards) sets forth requirements for award of basic marksmanship qualification badges. The qualification badge is awarded to indicate the degree Expert, Sharpshooter, and Marksman in which an individual has qualified in a prescribed record course. An appropriate bar is furnished to denote each weapon with which the individual has qualified.
5. Department of the Army Pamphlet 350-38 (Standards in Training Commission) provides commanders with the training strategies for individual, crew, and collective weapons training. The pamphlet is structured by unit type (e.g., Armor, Infantry, Artillery, Military Police, etc.) instead of by weapon type; however, the basic requirements call for annual (or sooner) qualification with individual weapons. This means, in effect, the most recent qualification score with a particular weapon denotes the degree of marksmanship badge the Soldier is eligible to wear.
DISCUSSION AND CONCLUSIONS:
1. The applicants contention that his award of the Expert Marksmanship Qualification Badge with Carbine Bar should be added to his DD Form 214 has been noted and found to have merit.
2. The applicant qualified Expert with the M4 Carbine on 4 November 2009 and is entitled to have the Expert Marksmanship Qualification Badge with Carbine Bar added to his DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined the evidence presented is sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the award of the Expert Marksmanship Qualification Badge with Carbine Bar to his DD Form 214.
2. The Board wants the applicant and all others to know the sacrifices he made in service to the United States during the Global War on Terrorism are deeply appreciated. The applicant and all Americans should be justifiably proud of his service in arms.
