THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show her award of the Army Achievement Medal.
2. The applicant states her DD Form 214 does not list her Army Achievement Medal.
3. The applicant provides an Army Achievement Medal Certificate, dated
15 January 2011.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Regular Army on 29 December 2009. She completed training and she was awarded military occupational specialty 68W (Health Care Specialist). The highest rank/grade she attained while serving on active duty was specialist (SPC)/E-4.
2. On 10 October 2012, she was honorably discharged by reason of parenthood. She completed 2 years, 9 months, and 12 days of creditable active service. The DD Form 214 she was issued at the time does not list the Army Achievement Medal as an authorized award.
3. She provided an Army Achievement Medal Certificate, dated 15 January 2011, that shows she was awarded this award for exceptionally meritorious service during the period 25-30 October 2010 by Permanent Order 335-01, issued by Headquarters, 43rd Brigade Special Troops Battalion, Fort Carson.
4. Her records do not contain orders awarding her the first award of the Army Good Conduct Medal. A review of her record indicates she had no derogatory information in the form of nonjudicial punishment, time lost, a bar to reenlistment, and/or a record of court-martial that would have disqualified her from receiving the first award of the Army Good Conduct Medal. Additionally, her records do not contain a commander's disqualification for the award.
5. Army Regulation 600-8-22 (Military Awards) states the Army Good Conduct Medal is awarded to individuals who distinguish themselves by their conduct, efficiency, and fidelity during a qualifying period of active duty enlisted service. This period is 3 years except in those cases when the period for the first award ends with the termination of a period of Federal military service. Although there is no automatic entitlement to the Army Good Conduct Medal, disqualification must be justified.
DISCUSSION AND CONCLUSIONS:
1. Permanent orders awarded the applicant the Army Achievement Medal for meritorious service from 25-30 October 2010. Therefore, her DD form 214 should be corrected to show this award.
2. She served honorably during the period 29 December 2009 through
10 October 2012. There is no evidence of any derogatory information in her record. There is also no evidence of a commander's disqualification that would have precluded her from being recommended for or awarded the first award of the Army Good conduct Medal. Therefore, it would be appropriate at this time to award her the Army Good Conduct Medal (1st Award) and to correct her
DD Form 214 to show this award.
