THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 21 November 2012 to show all medals and awards authorized and the shoulder sleeve insignia-former wartime service (SSI-FWTS).

2.  He states his DD Form 214 does not show all the awards he earned.

3.  He provides his DD Form 214.

CONSIDERATION OF EVIDENCE:

1.  The applicant was ordered to active duty with his Ohio Army National Guard (OHARNG) unit on 11 September 2011 in support of Operation Enduring Freedom (OEF).

2.  On 21 November 2012, he was honorably released from active duty at the completion of required active service.  He completed 1 year, 2 months, and 11 days of net active service this period.

3.  Item 13 of his 21 November 2012 DD Form 214 does not show he was authorized to wear the SSI-FWTS.

4.  A review of his Army Military Human Resource Record (AMHRR), formerly known as the Official Military Personnel File (OMPF), failed to show any authorizations for decorations, medals, badges, citations and/or campaign ribbons that are not already listed on his 21 November 2012 DD Form 214.

5.  Army Regulation 670-1 (Uniforms and Insignia) governs the requirements for wear of the SSI-FWTS, commonly referred to as a "combat patch."  The regulation authorizes optional wear of the U.S. Army shoulder sleeve insignia of any former wartime unit in which a Soldier served during a period of eligibility.  Periods of eligibility are announced by Department of the Army and only shoulder sleeve insignia approved for wear by Headquarters Department of the Army are authorized to be worn on the right sleeve of the Army Green and field uniforms to signify wartime service.  There are no provisions for entering the SSI-FWTS on the DD Form 214 as it is an item of uniform wear and not an award or decoration.

DISCUSSION AND CONCLUSIONS:

1.  Regulatory policy does not provide for entry of uniform wear items such as the SSI-FWTS on a DD Form 214.  Therefore, there is no basis for adding the
SSI-FWTS to his DD Form 214.

2.  Evidence of record shows all the awards, decorations, and badges contained in his AMHRR are listed on his DD Form 214.  Therefore, his 21 November 2012 DD Form 214 is correct as constituted.

3.  In view of the foregoing, there is no error or injustice warranting correction of the applicant's DD Form 214 for the period ending 12 November 2012.
