CONSIDERATION OF ADDITIONAL EVIDENCE:
25. On or about 8 August 2012, the Defense Finance and Accounting Service (DFAS) informed this Board that it was unable to implement paragraph 1b of the BOARD DETERMINATION/RECOMMENDATION in Army Board for Correction of Military Records (ABCMR) Docket Number AR20110020924 dated 12 July 2012. That paragraph requested DFAS to do a complete audit of the applicantÂ’s Master Military Pay Account (MMPA) and pay him all due temporary duty (TDY) travel entitlements. DFAS stated TDY is a travel function and their office does not have access to local travel files. His local Defense Military Pay Office (DMPO) is able to perform a complete audit of records and to pay him full compensation, and the applicant should provide his local DMPO with copies of all orders, a DD Form 1351-2 (Travel Voucher or Subvoucher), and all receipts.
26. The G-1, Military Personnel Branch, Installation Management Command - Pacific Region implemented paragraph 1a of the BOARD DETERMINATION/RECOMMENDATION by preparing Order CI-220-017, dated 7 August 2012. This order amended his Permanent Change of Station (PCS) Order CI-032-033, dated 1 February 2010, to add Additional Instructions:
(ab) Soldier was in a temporary duty (TDY) status during the period 10 March through 12 May 2010;
(ac) Your request for a policy waiver to receive basic allowance for housing (BAH) and cost of living allowance (COLA) based on your previous duty station
(Schofield Barracks, HI 96857) while assigned to Fort Huachuca, AZ 85613 is approved while your dependents remain at their location; and
(ad) Your request meets the guidelines for a policy BAH and COLA at the without dependent rate on your previous duty station while assigned to Fort Huachuca, AZ. This waiver is granted based on the enrollment of your dependent in the Exceptional Family Member Program (EFMP) and the necessity to continue care for treatment of your spouse's medical condition.
ADDITIONAL DISCUSSION AND CONCLUSIONS:
11. At the time of the decision of the ABCMR in Docket Number AR20110020924 dated 12 July 2012 it was the intent of the ABCMR to make the applicantÂ’s record as administratively correct as it should properly have been at that time.
12. The ABCMR's decision in Docket Number AR20110020924 erroneously requested DFAS to audit his MMPA and to pay him. Therefore, item 1b of the BOARD DETERMINATION/RECOMMENDATION should be amended to direct the applicant to take a copy of his original PCS order, Order CI-220-017 dated 7 August 2012, a DD Form 1351-2, and all receipts to his local DMPO to compute his travel entitlements in light of the amended PCS orders.

"having his local DMPO compute his travel entitlements in light of the amended PCS orders and pay him all due TDY entitlements minus any previously-paid PCS entitlements for this period"; and

There is no evidence the applicant ever contacted the Transportation Office at Fort Huachuca or Fort Hood. When ordered on a PCS, the member is only allowed to move his dependents at Government expense to the new PCS location.
