THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests award of the Valorous Unit Award (VUA) and Iraq Campaign Medal (ICM).
2. The applicant states his service qualifies and meets the regulatory criteria for award of the VUA and ICM.
3. The applicant provides:
* a copy of a VUA certificate, approval memorandum, and citation
* Active Duty Order, dated 21 February 2003
* Deployment Order, dated 29 April 2003
* North Atlantic Treaty Organization (NATO) Travel Order
* Army Regulation 600-8-2 (Military Awards) extract (one page)
CONSIDERATION OF EVIDENCE:
1. The applicant's military record shows he initially enlisted in the U.S. Army Reserve (USAR) on 20 January 1995. He was trained in and awarded military occupational specialty 95B (Military Police).
2. On 24 February 2003, he was ordered to active duty, as a member of his USAR unit, in support of Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF).
3. Headquarters, United States Army Fort Dix, published Permanent Order 119-001, dated 29 April 2003. It ordered the applicant's unit (307th Military Police Company) to deploy to the U.S. Central Command, on 30 April 2003. This order included a unit roster annex of which the applicant's name was included among this list of Soldiers.
4. He served until he honorably released from active duty by reason of completion of required active service on 3 January 2004. The DD Form 214 (Certificate of Release or Discharge from Active Duty) shows he completed 10 months and 10 days of creditable active service for the period covered.
5. The applicant's DD Form 214 does not list the ICM or VUA or the Global War on Terrorism Service Medal. Item 18 (Remarks) includes an entry which shows the applicant served in Kuwait and Iraq from 2 May to 14 December 2003.
6. Army Regulation 600-8-22 (Military Awards) prescribes Army policy and criteria concerning individual military awards.
a. Paragraph 2-17 states the ICM is awarded to members who have served in direct support of Operation Iraqi Freedom (OIF). The area of eligibility encompasses all the land area of the country of Iraq, the contiguous water area out to 12 nautical miles, and all air spaces above the land area of Iraq and above the contiguous water area out to 12 nautical miles. The ICM period of eligibility is on or after 19 March 2003 to 31 December 2011. A bronze service star is authorized for wear with this medal for participation in each credited campaign. During the applicant's service, credit was authorized for the following campaigns:
* Transition of Iraq (2 May 2003-28 June 2004)
* Iraqi Governance (29 June 2004-15 December 2005)
b. Paragraph 2-19 of the awards regulation contains guidance on award of the Global War on Terrorism Service Medal (GWOTSM). It states, in part, that it is authorized to members who have participated in the GWOT operations outside of the designated areas of eligibility for the Global War on Terrorism Expeditionary Medal (GWOTEM) on or after 11 September 2001 to a future date to be determined. All Soldiers on active duty, including Reserve Component Soldiers mobilized or National Guard Soldiers activated during the qualifying period, having served 30 consecutive or 60 nonconsecutive days, are authorized the GWOTSM.
7. The U.S. Army Human Resources Command published Permanent Orders 178-02, dated 26 June 2008. It announced the VUA was awarded to the 307th Military Police Company for extraordinary heroism in action against an armed enemy during the period 4 May to 28 November 2003.
DISCUSSION AND CONCLUSIONS:
1. Records show that the applicant served in support of OIF during a qualifying period that authorizes him the ICM with two bronze service stars. It also confirms he served over 30 consecutive days outside of the designated areas of eligibility for the GWOTEM, thereby entitling him to the GWOTSM. As a result, both the ICM and GWOTSM should be added to his DD Form 214.
2. Orders show the applicant's unit was awarded the VUA for heroism during OIF. Therefore, it would be appropriate to add the VUA to his DD Form 214.

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
a. adding the following awards to item 13 of his DD Form 214 for the period ending 3 January 2003:
* ICM with 2 bronze service stars
* VUA
* GWOTSM
b. issuing him a correction to his DD Form 214 to reflect these awards.
