THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests reconsideration of his earlier request to have the Army of Occupation Medal with Germany Clasp and completion of the Radio Operator Course added to his DD Form 214 (Report of Separation from the Armed Forces of the United States).
2. The applicant states that he is providing new evidence to support his request.
3. The applicant provides:
* a certificate showing he completed the Radio Operator Course
* two newspaper articles showing his promotions while serving in Germany
* travel itinerary showing his 11 December 1954 to 9 January 1955 travel from Germany to New York and return to Germany
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the ABCMR in Docket Number AR20110018256 on 29 March 2012.
2. The applicant provides new evidence that was not previously considered that requires consideration by the Board.
3. The previous Record of Proceedings noted:
a. The applicant's military records were apparently destroyed in the 1973 National Personnel Records Center fire. The only available record was his
DD Form 214.
b. The applicant enlisted in Regular Army in Harrisburg, PA on 5 March 1953 and held the military occupational specialty (MOS) 312.10 (Armor Communication Specialist.
c. His DD Form 214 shows he was honorably released from active duty on
2 March 1956 after completing 2 years, 11 months, and 28 days of net service,
1 year, 9 months, and 14 days of which was listed as foreign service. It does not show where he performed his foreign service. This form further shows in:
(1) item 27 (Decorations, Medals, Badges, Commendations, Citations, and Campaign Ribbons Awarded or Authorized) he received the National Defense Service Medal and the Army Good Conduct Medal; and
(2) item 30 (Service Schools or Colleges, College Training Courses and/or Post-Graduate, Courses Successfully Completed) shows "None."
4. As new evidence the applicant provided:
a. a certificate of completion issued by Second Armored Cavalry Communications School, U.S. Zone of Germany, showing he completed the Radio Operator Course, MOS 1740, on 12 January 1954.
b. an undated newspaper article showing he was promoted to private first class while serving with the 2d Armored Cavalry Regiment in Germany.
c. a 10 January 1955 newspaper article showing he was promoted to corporal while serving with the 2d Armored Cavalry Regiment in Germany.
d. a 4 November 1954 travel itinerary issued to him as a private first class by the American Express Company showing he was scheduled for chartered flights from Frankfurt, Germany, to New York on 11 December 1954, and return to Frankfurt, Germany via New York on 9 January 1955.
5. Army Regulation 600-8-22 (Military Awards) states that for award of the Army of Occupation Medal with Germany Clasp qualifying service must have occurred between 9 May 1945 and 5 May 1955.
DISCUSSION AND CONCLUSIONS:
1. The evidence of record shows the applicant completed the Radio Operator Course. Therefore he is entitled to have it added to his DD Form 214.
2. The available evidence is sufficient to show he served a qualifying period of service for award of the Army of Occupation Medal with Germany Clasp. This award should be added to his DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant amendment of the ABCMRs decision in Docket Number AR20110018256, dated 29 March 2012. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
a. adding to item 27 of his DD Form 214 the Army of Occupation Medal with Germany Clasp; and
b. adding to item 30 of his DD Form 214 the Radio Operator Course.
