THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show two additional awards of the Army Commendation Medal (ARCOM) and the Danish Contingent (DANCON) March Medal.
2. He states he received two ARCOM's after his DD Form 214 was signed. He was told to sign the DD Form 214 and update it at a later date.
3. He provides:
* a DANCON March 2007 Certificate
* three ARCOM Certificates
* three DA Forms 638 (Recommendation for Award)
CONSIDERATION OF EVIDENCE:
1. On 4 August 2005, the applicant enlisted in the Regular Army. After completing initial entry training, he was awarded military occupational specialty 35F (Intelligence Analyst).
2. His record includes two ARCOM Certificates showing he was awarded the ARCOM as announced in permanent orders issued by Headquarters, 2nd Stryker Brigade Combat Team, 2nd Infantry Division.
a. The first certificate shows he was awarded the ARCOM for meritorious service from 28 June 2006 through 28 June 2007 as announced in Permanent Order Number 089-005, dated 30 March 2007.
b. The second certificate shows he was awarded the ARCOM for meritorious service from 4 August 2005 to 17 October 2010 as announced in Permanent Order Number 250-012, dated 7 September 2010.
3. On 17 October 2010, he was honorably released from active duty by reason of completion of required active service. His DD Form 214 shows he was awarded one ARCOM. It does not show he was awarded the DANCON March Medal.
4. His record is void of documentation showing he was authorized to accept and wear the DANCON March Medal.
5. He provides an ARCOM Certificate showing he was awarded the ARCOM for meritorious service from 4 August 2009 to 30 July 2010 as announced in Permanent Orders Number 124-270 issued by Headquarters 3rd Stryker Brigade Combat Team, 2nd Infantry Division, dated 4 May 2010.
6. He provides a DANCON March 2007 Certificate showing he completed the DANCON March and was awarded the DANCON March Medal.
7. On 13 September 2007, the U.S. Army Human Resources Command (HRC) Military Awards Branch published a message, subject: Clarification on Acceptance of the DANCON March Medal. The message states the DANCON March Medal is erroneously listed in Army Regulation 600-8-22 (Military Awards), appendix D (Foreign Badges), as an authorized badge to be worn on the Army uniform. The message states the badge is an honorary award and, as such, is not authorized for wear or for filing in the Official Military Personnel File (now known as the Army Military Human Resource Record (AMHRR)). The message further states commanders may still authorize acceptance of the medal.
DISCUSSION AND CONCLUSIONS:
1. The evidence of record shows the applicant received three awards of the ARCOM as announced in permanent orders. He received awards of the ARCOM for his service during each of his deployments and a third for his service upon completion of his required active service. Therefore, he is entitled to correction of his DD Form 214 to show the ARCOM (3rd Award).
2. He provides a certificate showing he was awarded the DANCON March Medal. The HRC Military Awards Branch determined this foreign decoration is not authorized for wear on the Army uniform and is not to be recorded in a Soldier's AMHRR. Therefore, he is not entitled to correction of his DD Form 214 to show this award.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined the evidence presented is sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by deleting award of the ARCOM from his DD Form 214 and adding the ARCOM (3rd Award).
2. The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to the DANCON March Medal.
