THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his deployment to Southwest Asia (SWA).

2.  The applicant states that in order to receive service computation date credit for annual leave with the Federal civil service system, his DD Form 214 must show the dates of his service during Operations Desert Shield/Desert Storm.  He states his Officer Record Brief (ORB) shows the actual dates of his deployment.

3.  The applicant provides his DD Form 214 and ORB.

CONSIDERATION OF EVIDENCE:

1.  The applicant retired from the Regular Army on 30 June 2010 in the rank of lieutenant colonel.  Block 18 (Remarks) of his DD Form 214 does not reflect his service in SWA.

2.  Sections I and IX (Assignment Information) of his ORB show he served in Saudi Arabia from 25 September 1990 through 10 April 1991.

3.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army.  It provides standardized policy for the preparation of the DD Form 214 and states that for an active duty Soldier deployed with his or her unit during their continuous period of active service, the statement "SERVICE IN (name of country deployed) FROM (inclusive dates for example, YYYYMMDD-YYYYMMDD)" will be entered in block 18.

DISCUSSION AND CONCLUSIONS:

The applicant's ORB clearly shows he served in Saudi Arabia from 25 September 1990 through 10 April 1991, but this service is not shown on his DD Form 214.  Therefore, his DD Form 214 should be corrected to reflect his deployment to SWA.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined the evidence presented is sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the statement "SERVICE IN SOUTHWEST ASIA FROM 19900925-19910410" to block 18 of his DD Form 214.
