THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show:

* awards of the Air Command Wings, 1986 class award, Florida; Military Police (MP) Award and Certificate, California; and the Military Honors Certificate and Badge, North Dakota
* his completion of the Warrior Transition Course, from 11 January through 8 February 2008

2.  The applicant states he would like his DD Form 214 to show all of his Navy and Army ribbons.

3.  The applicant provides:

* two DD Forms 214
* DD Form 215 (Correction to DD Form 214)
* a certificate of training

CONSIDERATION OF EVIDENCE:

1.  The applicant's records show he enlisted in the U.S. Navy (USN) on 20 May 1986.  He was honorably discharged on 15 October 1986 by reason of erroneous enlistment.  He completed 4 months and 26 days of active service.

2.  The DD Form 214 he was issued for this period of service contains the entry "none" to indicate he did not receive any awards during his service in the USN.

3.  He enlisted in the North Dakota Army National Guard (NDARNG) on 19 October 2006 and he held military occupational specialty 31B (MP).

4.  He was ordered to active duty as a member of his ARNG unit in support of Operation Iraqi Freedom and entered active duty on 15 February 2008.  

5.  He was honorably retired from active duty on 16 January 2009 by reason of disability - temporary.  He completed 11 months and 2 days of creditable active service during this period of service.

6.  Item 14 (Military Education) of the DD Form 214 he was issued for this period of service contains the entry "none."

7.  The applicant provides a certificate of training, dated 8 February 2008, wherein it shows he attended and successfully completed the Warrior Transition Course, White Sands Missile Range, NM, from 11 January to 8 February 2008.

8.  Army Regulation 600-8-22 (Military Awards) provides Department of the Army policy, criteria, and administrative instructions concerning individual military decorations, service medals and ribbons, combat and special skill badges and tabs, and unit decorations.  This regulation does not list Air Command Wings, MP Award, or Military Honors Badge as authorized awards/badges.

9.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army.  It establishes standardized policy for the preparation of the DD Form 214.  It states the DD Form 214 is a synopsis of the Soldier's most recent period of continuous active duty.  It further states list awards and decorations in the priority sequence specified in Army Regulation 600-8-22.  In item 14, list formal in-service training courses successfully completed during the period of service covered by the DD Form 214

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record shows the applicant attended and completed the Warrior Transition course from 1 January to 8 February 2008, prior to his entry on active duty.  The governing regulation states only training courses completed during the period of service covered by the DD Form 214 will be added to the DD Form 214.  Therefore, he is not entitled to the requested relief.

2.  With respect to the Air Command Wings, MP Award, and Military Honors Badge, commanders may recognize acts, achievements, or periods of faithful service or special acts which do not meet the standards required for decorations by issuing a certificate of achievement of local design or an honorary award.  There is no distinguishing device authorized for wear to indicate the receipt of a certificate or an honorary award and there is no provision to list such certificates/awards on the DD Form 214.
