THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests payment of his entire Army National Guard (ARNG) Selected Reserve Incentive Program (SRIP) bonus.

2.  The applicant states:

* he enlisted in the Oklahoma ARNG (OKARNG) for a prior service enlistment bonus of $15,000.00 under the SRIP
* he enlisted for training in military occupational specialty (MOS) 36B (Financial Management Technician) and a specific unit assignment
* he completed his MOS training and he received one-half of his bonus, $7,500.00
* he then changed his MOS to 31B (Military Police) and his unit
* when he changed his MOS and unit, he was told he would still get his bonus
* however, after changing, he found out he would not get the second half of his bonus
* he would not have done such a thing had he known he would be sacrificing his bonus

3.  The applicant provides Annex X (Prior Service Enlistment Bonus Addendum) to his DD Form 4 (Enlistment/Reenlistment Document – Armed Forces of the United States).


CONSIDERATION OF EVIDENCE:

1.  With prior active service in the Regular Air Force, on 12 October 2007, the applicant enlisted in the OKARNG for 6 years, training in MOS 36B, and a specific unit of assignment.  He completed Annex X to his DD Form 4 agreeing to enlist in a critical MOS for assignment against a critical Unit Identification Code in return for a $15,000.00 bonus in two payments.

2.  National Guard Regulation 600-7 (Selected Reserve Incentive Programs (SRIP)) and various policy memoranda govern the administration of the ARNG SRIP.  The purpose of the program is to assist ARNG leadership in meeting personnel readiness requirements by targeting personnel strength and readiness issue.  Critical shortages identified through Unit Status Reports (USR) are used to focus the incentive program to specific units and MOSs.

3.  National Guard Regulation 600-7 and various policy memoranda provide that the SRIP will be terminated when the recipient "…moves to a non-bonus skill or unit…."

DISCUSSION AND CONCLUSIONS:

1.  The applicant requests payment of the second half of his SRIP bonus.

2.  The applicant signed a bonus addendum to his enlistment contract in which he agreed to serve 6 years in a specific critical MOS in a critical UIC.  After 3 years, he transferred to a non-critical MOS in a non-critical UIC, thereby voiding his SRIP agreement and forfeiting the remainder of his bonus.

3.  By his own admission, the applicant changed his unit and MOS in 2010.  He states his new unit told him his bonus was safe, but he later learned he would not receive the second payment of his bonus.

4.  The applicant states he would not have done such a thing had he known he would be sacrificing his bonus.  He states he was told by his new unit he would still get his bonus, but he provides no evidence to support that claim.  Regardless, even if he had been told he would receive his bonus, the governing regulation and policy memoranda clearly state otherwise.

5.  In view of the foregoing, there is no basis for granting the applicant's requested relief.
