THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests reconsideration of his earlier request for award of the Army Good Conduct Medal.
2. The applicant states he has a significant amount of documents and records which attest to his military job performance and character. He submits the enclosed documents as validation of his personal character, job performance ratings by his superiors, and his desire to achieve and be successful.
3. The applicant provides:
* a letter from the Shriners' Hospital for Crippled Children
* note concerning his physical profile in 1951
* note concerning an Army program for training of personnel with a 3 or 4 in their physical profile
* his sick call forms from 1951 and 1952
* private first class promotion orders
* statement that shows he volunteered for overseas duty
* a letter of appreciation, dated 17 August 1952
* recommendation for promotion to corporal
* letter of appreciation, dated 20 November 1952
* Commendation Ribbon with Metal Pendant orders and citation
* photograph
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the ABCMR in Docket Number AR20110007880 on 13 October 2011.
2. The applicant provides new evidence that was not previously considered that warrants consideration by the Board.
3. The previous Record of Proceedings noted:
a. The applicant's military records were apparently destroyed in the 1973 National Personnel Records Center fire. The only available record was his
DD Form 214 (Report of Separation from the Armed Forces of the United States).
b. The applicant was inducted into the Army on 28 February 1951. He completed his training and served 9 months and 16 days of foreign service in Korea during a time of war.
c. On 20 February 1953, he was honorably released from active duty. His
DD Form 214 reflects that he was awarded the Korean Service Medal with two bronze service stars, United Nations Service Medal, and Commendation Ribbon with Metal Pendant.
d. Army Regulation 600-65, in effect at the time, stated the Army Good Conduct Medal was awarded for each 3 years of continuous enlisted active Federal military service completed on or after 27 August 1940; for first award only, 1 year served entirely during the period 7 December 1941 to 2 March 1946; and, for the first award only, upon termination of service on or after 27 June 1950 of less than 3 years but more than 1 year. A Soldier's conduct and efficiency ratings, including those pertinent to attendance at service schools, must have all been recorded as "excellent" or higher, except that ratings of "Unknown" for portions of the period under consideration, and service school efficiency ratings of less than "excellent" entered prior to 3 March 1946, would not be disqualifying. There must have been no convictions by court-martial. However, there was no right or entitlement to the medal until the immediate commander made a positive recommendation for its award and until the awarding authority announced the award in general orders.
4. The applicant has provided significant new evidence that shows he:
a. was inducted into the Army with a deformed hip, received a permanent profile, yet he completed his training;
b. was promoted to private first class and recommended for promotion to corporal in a very personal letter written by a lieutenant colonel;
c. volunteered for overseas duty;
d. received two letters of appreciation for outstanding performance of duty; and
e. was awarded the Commendation Ribbon with Metal Pendant for the period 20 May 1952 to 1 January 1953, while assigned to Headquarters and Headquarters Company, 8th United States Army. The highly personalized citation for this personal decoration reads in part "(The applicant) materially assisted in all operating divisions...worked tirelessly
consistently...exacting duties in a superior manner...earned him the respect of all."
5. Department of the Army General Orders Number 11, dated 1953, announced award of the Republic of Korea Presidential Unit Citation to Headquarters and Headquarters Company, 8th United States Army during the period 22 April 1951 to 1 July 1952 when the applicant was assigned to the unit.
DISCUSSION AND CONCLUSIONS:
1. He provided new evidence that clearly shows he distinguished himself in the performance of his military service as evidenced by his receipt of a personal decoration and honorable character of service. The available evidence now provided demonstrates he rendered meritorious service; therefore, he should be awarded the Army Good Conduct Medal (1st Award).
2. His DD Form 214 should also be corrected to add the Republic of Korea Presidential Unit Citation.

The Board determined that the evidence presented was sufficient to warrant amendment of the ABCMRs decision in Docket Number AR20110007880, dated 13 October 2011. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
a. awarding him the Army Good Conduct Medal (1st Award) for the period
28 February 1951 to 20 February 1953; and
b. adding the Army Good Conduct Medal (1st Award) and Republic of Korea Presidential Unit Citation to his DD Form 214.
