THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests his record and DD Form 214 (Certificate of Release or Discharge from Active Duty) be amended to show the correct dates of his deployment to Afghanistan.  

2.  The applicant states he served in Afghanistan from 10 August 2009 through 31 August 2010; however, his DD Form 214 lists his Afghanistan service dates as 15 October 2009 through 15 August 2010.  

3.  The applicant provides the following documents in support of the application:

* DD Form 214
* DA Form 638 (Recommendation for Award)
* Army Commendation Medal (ARCOM) Certificate

CONSIDERATION OF EVIDENCE:

1.  The available record shows the applicant enlisted in the Regular Army on 
12 November 2008 and he was trained in and awarded military occupational specialty (MOS) 11B (Infantryman).   

2.  On 24 June 2009, the U.S. Army Installation Management Command, U.S. Army Garrison Fort Bragg, Fort Bragg, North Carolina, Orders 175-047 directed the applicant’s deployment to Afghanistan in support of Operation Enduring Freedom with a report date of on or about 9 August 2009.  

3.  The record also contains a North Atlantic Treaty Organization (NATO) Travel Order issued on 24 June 2009 that confirms the applicant’s travel to Afghanistan was arranged with a departure date of 9 August 2010.  

4.  A Defense Finance and Accounting Service (DFAS) record shows the applicant received imminent danger pay/hostile fire pay (IDP/HFP) for Afghanistan during the period 11 August 2009 through 23 August 2010.  

5.  On 3 May 2011, the applicant was discharged under honorable conditions, in the rank of private/E-1, after completing 2 years, 5 months, and 22 days of active military service.  The DD Form 214 he was issued at the time contains an entry documenting his Afghanistan service in item 18 (Remarks).  it indicates he served in Afghanistan from 15 August 2009 through 15 August 2010.  

6.  The applicant provides a DA Form 638 that indicates in Achievement #2 that the applicant arrived in Afghanistan on 10 August 2009.  The period of service for the recommended ARCOM award in item 11 (Period of Award) shows the ending date of the period as 31 August 2010.  

DISCUSSION AND CONCLUSIONS:

1.  The applicant’s request to amend his DD Form 214 to show he served in Afghanistan from 10 August 2009 through 31 August 2010 has been carefully considered and found to have partial merit.  

2.  The evidence of record confirms the applicant departed Fort Bragg for Afghanistan on 9 August 2009 and a DFAS record confirms the applicant began receiving IDP/HFP for Afghanistan on 11 August 2009.  The DFAS record also shows the applicant’s last day of authorization for IDP/HFP for Afghanistan was 23 August 2010. 

3.  While the dates provided by the applicant, 10 August 2009 through 31 August 2010, cannot be confirmed, the evidence of record does confirm the applicant served in Afghanistan from 11 August 2009 through 23 August 2010, as evidenced by the DFAS record.  Therefore, his DD Form 214 should be corrected accordingly.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending item 18 of the applicant's DD Form 214 by deleting the current Afghanistan service entry and adding the entry "SERVICE IN AFGHANISTAN “20090811-20100823.”

2.  The Board further determined that the evidence presented was insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to showing the dates of his Afghanistan service as 10 August 2009 through 31 August 2010.
