		IN THE CASE OF:

		BOARD DATE: 8 May 2012

		DOCKET NUMBER: AR20110021368

THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1. Application for correction of military records (with supporting documents provided, if any).

2. Military Personnel Records and advisory opinions (if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests correction of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show his social security number (SSN) as "088-XX-XXXX."

2. The applicant states the SSN shown on his DD Form 214 is not correct. His correct SSN is "088-XX-XXXX."

3. The applicant provides a copy of his social security card.

CONSIDERATION OF EVIDENCE:

1. The applicant enlisted and served in the Regular Army from 9 August 2002 through 23 September 2010.

2. Every document in the applicant's official military personnel file (OMPF) shows his SSN as "008-XX-XXXX."

3. The applicant provides his social security card which shows his SSN as
"088-XX-XXXX."

4. Army Regulation 635-5 (Separation Documents) prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, or release from active duty service or control of the Active Army. It establishes standardized policy for preparing and distributing the DD Form 214. The DD Form 214 is a summary of a Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of active duty service at the time of release from active duty.

DISCUSSION AND CONCLUSIONS:

1. All documents in the applicant's OMPF reflect his SSN as "008-XX-XXXX." The applicant now provides his social security card showing his SSN as
"088-XX-XXXX."

2. For historical purposes, the Army has an interest in maintaining the accuracy of its records. The data and information contained in those records should reflect the conditions and circumstances that existed at the time the records were created. In the absence of a showing of material error or injustice, there is a reluctance to recommend that those records be changed. While it is understandable that the applicant desires to now record the correct SSN in his military records, there is not a sufficiently compelling reason for compromising the integrity of the Army's records at this late date.

3. Lacking convincing independent and verifiable evidence to the contrary, it is presumed that the applicant's military service records, including his DD Form 214, were correct at the time and there is insufficient evidence to grant him relief in this case.

4. The applicant is advised that a copy of this decisional document will be filed in his service record. This should serve to clarify any questions or confusion in regard to the different SSN recorded in his military record and to satisfy his desire to have his SSN as shown on his social security card documented in his record.

BOARD VOTE:

________ ________ ________ GRANT FULL RELIEF

________ ________ ________ GRANT PARTIAL RELIEF

________ ________ ________ GRANT FORMAL HEARING

____x___ ___x____ ____x___ DENY APPLICATION

BOARD DETERMINATION/RECOMMENDATION:

The evidence presented does not demonstrate the existence of a probable error or injustice. Therefore, the Board determined the overall merits of this case are insufficient as a basis for correction of the records of the individual concerned.

The applicant requests correction of the social security number (SSN) listed in his Army military personnel record and item 3 (SSN) of his DD Form 214 (Report of Separation from Active Duty). He needs his record and DD Form 214 corrected. There is no evidence of record and he did not provide sufficient evidence to show the SSN listed on his DD Form 214 was not the SSN he claimed at that time.

This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. The applicant's official military personnel file (OMPF) contains a DA Form 2139 (Military Pay Voucher) for the period 1-5 August 1968. Accordingly, the applicant is entitled to correction of his DD Form 214 to show the SSN 357-XX-XXXX.

The applicant requests correction of his military record to show his correct social security number (SSN) as "357-XX-XXXX" instead of "431-XX-XXXX." Item 3 (SSN) of his DD Form 214 lists his SSN as "431-XX-XXXX." As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by: a. showing his correct SSN as listed on his social security card; b. amending item 3 of his DD Form 214 by deleting the current entry and adding the SSN as it is...

Application for correction of military records (with supporting documents provided, if any). Although he provides a copy of his social security card, the evidence of record shows, throughout his term of military service, his SSN consistently appeared as 432-XX-XXXX on almost every document in his available service personnel record. The applicant is advised that a copy of this decisional document will be filed in his Official Military Personnel File (OMPF).

IN THE CASE OF: BOARD DATE: 16 April 2015 DOCKET NUMBER: AR20140015177 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show his social security number (SSN) as "XX2-XX-XXXX" instead of "XX3-XX-XXXX." His DD Form 47 (Record of Induction) identifies his SSN as "XX2-XX-XXXX." The evidence of record shows the applicant was inducted into the Army of the United States on 23 August 1967, and at the time of his induction he represented his SSN as "XX2-XX-XXXX."
