THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests reconsideration of his request for award of the Parachutist Badge and the Air Assault Badge.
2. He states he enlisted in the Army in 1964 at Fort Thomas, KY. He provides a chronological list of his assignments from:
* 6 April to 26 June 1964, Company B, 11th Battalion, 3rd Training Brigade, Fort Knox, KY
* 27 June to 20 August 1964, Company C, 2nd Battalion, 1st Training Regiment, Engineer, Fort Leonard Wood, MO
* 24 August 1964 to 16 August 1965, 127th Engineer Battalion, 11th Air Assault Division, Fort Benning, GA
* 25 June to 14 July 1965, jump school and received air assault wings
3. He provides the following:
* DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge)
* Self-authored statement
* DA Form 20 (Enlisted Qualification Record)
* Special Orders Number 153, dated 3 August 1965
* DA Form 2658 (Health Record - Abstract of Service)
* Report of Medical Examination, dated 22 June 1965

CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20100028453, on 28 June 2011.
2. The applicant's report of Medical Examination form and self-authored statement describing his unit of assignment in which he maintains he was awarded the Parachutist Badge and the Air Assault Badge were not previously considered by the Board. Therefore, they will be considered.
3. Item 27 (Military Education) of his DA Form 20 shows he completed the Pioneer Course, military occupation specialty 120.00 for 8 weeks in 1964 at the U.S. Army Training Center (USATC) Engineer School. This form does not show he completed any other school courses. Additionally, his record is void of any course completion certificates or orders.
4. His Report of Medical Examination, dated 22 June 1965, shows the purpose of the examination was for airborne school. The physician found him qualified for airborne training.
5. His DD Form 214 shows in:
* Item 23a (Specialty Number and Title), 12B20 (Combat Engineer)
* Item 24 (Decorations, Medals, Badges, Commendations, Citations, and Campaign Ribbons Awarded or Authorized), no award of the Parachutist Badge or Air Assault Badge
* Item 25 (Education and Training Completed), USATC Engineer, 8 weeks, 1964, Pioneer
6. Army Regulation 672-5-1 (Military Awards) provides that award of the basic Parachutist Badge requires that an individual must have satisfactorily completed the prescribed proficiency tests while assigned or attached to an airborne unit or the Airborne Department of the Infantry School, or have participated in at least one combat parachute jump.
7. Army Regulation 600-200 (Enlisted Personnel), in effect at the time, states that special qualification identifiers (SQI) are the fifth character of the military occupational specialty (MOS). It identifies the special qualification that a Soldier has, such as the parachutist "P." The commander having custody of the Soldier's Military Personnel Records Jacket or the training activity commander will award the SQI by announcing the SQI in orders.
8. Army Regulation 600-8-22 (Military Awards) provides that ward of the Air Assault Badge requires that an individual must have satisfactorily completed an air assault training course according to the U.S. Army Training and Doctrine Command standardized Air Assault Core Program of Instruction, or completed the standard Air Assault Course while assigned or attached to the 101st Airborne Division (Air Assault) after 1 April 1974.
DISCUSSION AND CONCLUSIONS:
1. There are no orders in the applicant's records announcing the award of the Parachutist Badge. His MOS does not contain a "P" in the fifth character to indicate that he is airborne qualified. Further, his DD Form 214 does not list airborne school under education and training completed.
2. Additionally, there are no orders in his records announcing award of the Air Assault Badge and his DD Form 214 does not list air assault training under education and training completed.
3. Further, the evidence that he provided is insufficient to support award of the Parachutist Badge and the Air Assault Badge.
4. In view of the foregoing, there is no basis for granting his request.
