THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

CONSIDERATION OF ADDITIONAL EVIDENCE:
6. New information was received from the Defense Finance and Accounting Agency in regard to the decision of the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20100024618 dated 10 November 2010.
7. The evidence submitted consists of confirmation that based on Board recommendations in Post Deployment Mobilization Respite Absence (PDMRA) cases, DFAS was providing monetary compensation as a result of recommendations from State Military Departments of the Army National Guard (ARNG).
8. PDMRA policy as outlined in the Department of the Army, G-1, Personnel Policy Guidance (PPG), prohibits carryover or monetary compensation for unused PDMRA days other than special provisions outlined in the 2010 National Defense Authorization Act (NDAA), which authorized monetary compensation for unused PDMRA for members separated during the period between PDMRA authorization on 19 January 2007, and publication of the Armys PDMRA implementation guidance on 18 August 2007.
ADDITIONAL DISCUSSION AND CONCLUSIONS:
4. At the time of the decision of the ABCMR in Docket Number AR20100024618, dated 10 November 2010, it was the intent of the ABCMR to provide affected members the opportunity to use authorized PDMRA days upon their next qualifying deployment/mobilization, not to provide monetary compensation.
5. This Supplemental Record of Proceedings is designed to emphasize the original intent of the Board to prohibit monetary compensation in the recommendation provided in AR20100024618, dated 10 November 2010.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant amendment of the decision of the ABCMR set forth in Docket Number AR20100024618, dated 10 November 2010, by deleting paragraph 1 in this section and replacing it with the following recommendation:
1. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing the applicant is authorized to use 58 days of PDMRA upon the next qualifying deployment/mobilization. Authority to use these PDMRA days will expire upon the applicant's transfer from an authorized RC status. This recommendation carries with it no authority for monetary compensation.
