THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of item 7a (Place of Entry Into Active Duty) of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show "Fort Campbell, KY" instead of "Wurzburg, Germany."

2.  The applicant states he entered active duty in 1996 at Fort Campbell, KY.  He was unaware that the place of entry affects benefits.

3.  The applicant provides:

* DD Forms 214 for the periods ending 31 July 2011, 11 August 1996, and 16 August 1991
* Amendment Orders
* DD Form 4 (Enlistment/reenlistment Document - Armed Forces of the United States)

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army (RA) in New York, NY, on 28 October 1986 and he held military occupational specialty 76C (Equipment Recovery and Parts Specialist).  He was honorably released from active duty on 16 August 1991 and he was transferred to the U.S. Army Reserve (USAR) Control Group (Reinforcement) to complete his remaining service obligation.

2.  He served in a troop program unit (TPU) of the USAR, the 316th Support Center, Germany.  
3.  On 26 March 1995, he entered active duty as a member of his Reserve unit, at Germersheim, Germany.  He completed 4 months and 16 days of active service and he was honorably released from active duty to the control of the USAR on 11 August 1995.

4.  On 16 June 1997, he executed a 3-year enlistment in the RA and entered active duty in Wuerzburg, Germany.  He subsequently served through multiple extensions or reenlistments as follows:

* a 13-month extension at Fort Campbell, KY, on 8 December 1997
* two 2-year reenlistments in Germany on 16 September 2003 and 8 January 2005

5.  He was honorably retired on 31 July 2011 and placed on the retired list in his retired rank of sergeant first class on 1 August 2011.  His DD Form 214 shows in item 7a the entry "Wuerzburg, Germany" and item 12a (Date Entered Active Duty This Period) the entry "1997  06  16."

6.  Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214.  The purpose of the separation document is to provide the individual with documentary evidence of their military service.  It is important that information entered on the form should be complete and accurate.  The DD Form 214 is a summary of a Soldier's most recent period of continuous active duty to include attendance at basic and advanced training.  

7.  Item 7 of the DD Form 214 shows the place of entry onto active duty and home of record at time of entry.  A Soldier’s initial enlistment contract or appointment document is the source for this date, or any approved change by the Enlisted Records and Evaluation Center (EREC).  Item 7a shows the city and state where the soldier entered active duty.  Item 7b shows the street, city, state and ZIP code listed as the Soldier’s home of record.  Home of Record is the place recorded as the home of record of the Soldier when commissioned, appointed, enlisted, or ordered to a tour of active duty.  

DISCUSSION AND CONCLUSIONS:

1.  The applicant enlisted in the RA and entered active duty on 16 June 1997 while in Wurzberg, Germany.  He was not at Fort Campbell, KY at the time.  He served through multiple reenlistments or extensions and ultimately retired on 31 July 2011.  
2.  His DD Form 214 correctly listed his place of entry on active duty during the period covered by this DD Form 214 as Wurzberg, Germany.  There is neither an error nor an injustice.  Therefore, he is not entitled to the requested relief.
