THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show his social security number (SSN) as "x64-xx-xxxx" instead of "x46-xx-xxxx."
2. The applicant states that the SSN listed on his DD Form 214 is incorrect. The second and third digits have been transposed and should read "64" instead of "46."
3. He provides copies of his social security card and DD Form 214.
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicants failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicants failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. The applicant's military record contains a DD Form 398 ((Statement of Personal History), dated 1 November 1965, that was completed during his induction processing into the Army of the United States. This document shows his SSN as "x64-xx-xxxx." This document was signed by the applicant certifying the entries were true, complete, and correct.
3. On 16 November 1965, he was inducted into the Army of the United States. At the time of his entry on active duty he was identified throughout his period of military service with an assigned Army service number.
4. Item 1 (Name and Service Number) of his DA Form 20 (Enlisted Qualification Record) shows his SSN as "x64-xx-xxxx." All other documents contained in his Military Personnel Records Jacket bearing his SSN, except his DD Form 214, show the number he claims is correct.
5. He was honorably released from active duty on 3 October 1967 as an overseas returnee. He was transferred to the U.S. Army Reserve (USAR) Control Group (Annual Training) to complete his remaining Reserve obligation. Item 3 (SSN) of the DD Form 214 he was issued at the time shows his SSN as "x46-xx-xxxx."
6. He provided a copy of his social security card that shows his SSN as
"x64-xx-xxxx."
DISCUSSION AND CONCLUSIONS:
Upon the applicant's induction into the Army, he listed his SSN as "x64-xx-xxx." This SSN is consistent with the SSN shown in his military records. It appears that during the preparation of his DD Form 214 the second and third digits were inadvertently reversed. Therefore, it would be appropriate at this time to correct his DD Form 214 to show his SSN as "x64-xx-xxxx."

As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by deleting from item 3 of his DD Form 214 the current entry and replacing it with the social security number as shown on his social security card.
