THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his foreign service in Afghanistan and any related awards.
2. The applicant states he served in Afghanistan from 2008-2009.
3. The applicant provides his DD Form 214.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Regular Army on 17 January 2008. He completed training and was awarded military occupational specialty 14S (Avenger Crewmember).
2. On 30 June 2011, he was honorably discharged. His DD Form 214 shows the following entries:
a. Item 12f (Record of Service Foreign Service) does not show the completion of any foreign service.
b. Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) of his DD Form 214 shows the:
* Army Good Conduct Medal
* National Defense Service Medal
* Global War on Terrorism Service Medal
* Army Service Ribbon
c. Item 18 (Remarks) of his DD Form 214 does not show his participation in named operations or operational deployments.
3. Defense Finance and Accounting Service (DFAS) records shows he received hostile fire/imminent danger pay and combat zone tax exclusion for Afghanistan from 1 October 2009 through 25 October 2009.
4. Army Regulation 600-8-22 (Military Awards) states the Afghanistan Campaign Medal is awarded to members who have served in direct support of Operation Enduring Freedom (OEF). The area of eligibility encompasses all the land area of the country of Afghanistan and all air spaces above the land. The Afghanistan Campaign Medal period of eligibility is on or after 24 October 2001 to a future date to be determined by the Secretary of Defense or the cessation of OEF. Service members must have been assigned, attached, or mobilized to units operating in the area of eligibility for 30 consecutive days or for 60 non-consecutive days or meet one of the following criteria: (1) be engaged in combat during an armed engagement, regardless of the time in the area of eligibility while participating in an operation or on official duties, (2) be wounded or injured requiring medical evacuation from the area of eligibility, or (3) while participating as a regularly assigned air crewmember flying sorties into, out of, within or over the area of eligibility in direct support of the military operations; each day of operations counts as one day of eligibility. The Afghanistan Campaign Medal may be awarded posthumously, only one award of this medal may be authorized for any individual, and under no condition will personnel or units receive the Afghanistan Campaign Medal, the Global War on Terrorism Expeditionary Medal, the Global War on Terrorism Service Medal, the Iraq Campaign Medal, or the Armed Forces Expeditionary Medal for the same action, time period, or service.
DISCUSSION AND CONCLUSIONS:
1. According to DFAS records, he served in Afghanistan from on or about 1 October 2009 to on or about 25 October 2009, a period of 25 days. This foreign service is not reflected on his DD Form 214; therefore, it would be appropriate to correct his DD Form 214 to show it.
2. Army Regulation 600-8-19 states that to be eligible for the Afghanistan Campaign Medal, a Soldier must have been assigned, attached, or mobilized to a unit operating in the area of eligibility for 30 consecutive days or for 60 non-consecutive days. DFAS records show he served in Afghanistan for 25 days; therefore, he does not meet the eligibility criteria for award of the Afghanistan Campaign Medal, and his DD Form 214 should not be corrected to show it.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined the evidence presented is sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
* amending item 12f of his DD Form 214 to read "0000-00-25"
* amending item 18 of his DD Form 214 to add the entry "SERVICE IN AFGHANISTAN FROM 20091001 20091025"
2. The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to the award of the Afghanistan Campaign Medal.
