THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of her DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) for the period ending 1 February 1966 to show her Social Security Number (SSN) as 3xx-xx-xxxx instead of
8xx-xx-xxxx.
2. The applicant states the SSN in item 32 of her DD Form 214 for the period ending 1 February 1966 is incorrect and causes confusion and delay in obtaining veterans benefits.
3. The applicant provides her Social Security card and Marriage Certificate.
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicants failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicants failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. The applicant initially enlisted in the Womens Army Corps (WAC) on
27 January 1964 for a period of 3 years. The military service number (SN) was the identification number used in military records at the time of her enlistment. Her SSN was not listed on any of her enlistment documents or on her DA
Form 20 (Enlisted Qualification Record).
3. The applicant served for 1 year until 26 January 1965, at which time she was honorably discharged, in the rank/grade of private first class (PFC)/E-3, for the purpose of immediate reenlistment. The DD Form 214 she was issued at the time lists her SN in item 2 (Service Number). Item 32 lists her SSN as
3xx-xx-xxxx.
4. On 27 January 1965, she reenlisted for a period of 3 years. Her record is void of documents or orders listing a SSN during this period of enlistment.
5. On 1 February 1966, the applicant was honorably discharged, in the rank of specialist four, by reason of marriage. The DD Form 214 she was issued for this period of service lists her MSN in item 2 and lists in item 32 her SSN as
8xx-xx-xxxx.
6. The applicant provides a copy of her Social Security card that lists her SSN as 3xx-xx-xxxx.
DISCUSSION AND CONCLUSIONS:
1. The applicants request to correct the SSN listed in item 32 of her DD Form 214 for the period ending 1 February 1966 has been carefully considered and found to have merit.
2. The evidence of record confirms the applicants primary identification number while serving on active duty in the WAC was the military SN and that this is the identification number used on all of her official records, including her enlistment documents, orders, and DA Form 20. However, the DD Form 214 she was issued upon her initial discharge for immediate reenlistment on 26 January 1965 lists her SSN as shown on the Social Security card she provided. This corroborates that the SSN listed on her initial DD Form 214 was in fact the correct number at that time.
3. Since there are no contradictions regarding the applicants SSN in her official records, it is reasonable to presume the SSN listed in item 32 of the applicants DD Form 214 for the period ending 1 February 1966 was the result of an administrative error. Therefore, it would be appropriate at this time to correct the applicants DD Form 214 for the period ending 1 February 1966 to show the SSN as shown in item 32 of her initial DD Form 214 and her Social Security card.

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by deleting the SSN entry from item 32 of her DD form 214 for the period ending
1 February 1966 and replacing it with the SSN as shown on her Social Security card.
