THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests reconsideration of his previous request for award of the Armed Forces Expeditionary Medal (AFEM ) for Berlin.
2. He states his unit, Troop A, 2d Recognizance Squadron, 8th Cavalry was in direct support of the 47th Infantry when they went to Berlin. He points out that his Service Record shows him at a Berlin address in 1962.
3. The applicant provides information extracted from various identified websites. He also provides extracts from several editions of the Stars and Stripes; nine of them have articles relating directly to the Berlin Blockade.
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20100019419 on 15 February 2011.
2. That Board considered the applicant's request to add awards to his DD Form 214 (Report of Transfer or Discharge). The Board awarded him the Good Conduct Medal and also added the National Defense Service Medal and the Sharpshooter Marksmanship Qualification Badge with Rifle Bar. However, it found insufficient evidence pertaining to the AFEM for Berlin.
3. The applicant's DA Form 24 (Service Record), Section 4 (Chronological Record of Military Service) shows:
* From 15 January to 26 February 1962 [43 days] with Troop A, 2nd Recognizance Squadron, 8th Cavalry at Army Post Office (APO) 699
* 27 February to 27 April 1962 with the same unit at APO 35
* 28 April to 8 May 1962 with same unit at APO 166
4. Army Regulation 600-8-22 (Military Awards) states the Armed Forces Expeditionary Medal is authorized for qualifying service after 1 July 1958 in military operations within a specific geographic area during specified time periods. An individual, who was not engaged in actual combat or equally hazardous activity, must have been a bona fide member of a unit participating in, or be engaged in the direct support of, the operation for 30 consecutive or 60 nonconsecutive days provided this support involved entering the area of operations. Table 22 shows that the AFEM was awarded for Berlin from 14 August 1961 to 1 June 1963.
5. Various internet sites provide historical APO codes and show APO 699 applied to Berlin from January 1962 to July 1993.
DISCUSSION AND CONCLUSIONS:
The applicant's service record shows he served within the designated area of operations for 43 days and thereby qualified for the AFEM. It should be added to his DD Form 214.

The Board determined that the evidence presented was sufficient to warrant amendment of the ABCMRs decision in Docket Number AR AR20100019419, dated 15 February 2011. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the Armed Forces Expeditionary Medal to his 2 August 1963 DD Form 214.

The 11 th ACR was not listed as a unit that supported the operations of that unit. Although the applicant was assigned to a unit that guarded the Czech border in West Germany, his unit was far removed from Berlin, the only area in West Germany that was authorized to receive the AFEM for service in the Berlin area.
