THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of his earlier request for correction of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show award of the Armed Forces Expeditionary Medal (AFEM). 

2.  The applicant states, in effect, he had hoped that the 999th Signal Company's morning reports would state that he was in Thailand in 1963 and 1964.  His unit's mission in Thailand was cryptography, although his mission was to run field wire through the jungle and take turns pulling guard duty.

3.  The applicant provides a third-party statement in support of his request.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the ABCMR in Docket Number AR20100012174 on 9 November 2010.

2.  The applicant provides a third-party statement that was not previously considered by the Board; therefore, this new evidence warrants consideration by the Board.

3.  The applicant enlisted in the Regular Army on 13 November 1962.  He held military occupational specialty 36C (Lineman).  On 27 August 1965, he was honorably released from active duty and he was transferred to the U.S. Army 

Reserve (USAR) Control Group (Reinforcement) to complete his remaining service obligation.  The highest rank/grade he attained while serving on active duty was sergeant (SGT)/E-5.  

4.  Item 26 (Decorations, Medals, Badges, Commendations, Citations, and Campaign Ribbons Awarded or Authorized) of his DD Form 214 does not show award of the AFEM.  

5.  Section 5 (Service Outside Continental United States) of his DA Form 24 (Service Record) shows he served an overseas tour of duty in Okinawa, from
9 April 1963 through 26 September 1964.  Section 2 (Chronological Record of Military Service) shows that during his tour of duty in Okinawa, he was assigned to the 999th Signal Company (Support).

6.  His record contains a Standard Form Number 1012a (Travel Voucher), which shows he traveled from Naha Air Base, Okinawa, Japan to Korat, Thailand during the period 2 April 1964 through 4 May 1964, while assigned to the
999th Signal Company (Support).

7.  He provides a third-party statement, from SGT W------ T. Bxxxxx, a former member of the 999th Signal Company during the period in question that states he and the applicant were stationed together in Okinawa and served together in Thailand between 1963 and 1964.

8.  Army Regulation 600-8-22 (Military Awards) provides for award of the AFEM. It states the AFEM was established on 4 December 1961 and may be awarded to members of the Armed Forces of the United States who, after 1 July 1958, participate, or have participated, as members of the U.S. military units in a U.S. military operation in which service members of any military department participate, in the opinion of the Joint Chiefs of Staff, in significant numbers and encounter during such participation foreign armed opposition, or are otherwise placed or have been placed in such position that, in the opinion of the Joint Chiefs of Staff, hostile action by foreign armed forces were imminent even though it did not materialize.

9.  The AFEM may be authorized for the following three categories of operations: U.S. military operations, U.S. operations in direct support of the United Nations, and U.S. operations of assistance for friendly foreign nations.  Service members must be bona fide members of a unit participating in or be engaged in the direct support of the operation for 30 consecutive days (or 60 nonconsecutive days), provided this support involves entering the area of operations, or meet one or more of the following criteria:

	a.  Be engaged in actual combat, or duty which is equally as hazardous as combat duty, during the operation with armed opposition, regardless of time in the area;

	b.  Incur wounds or injuries requiring medical evacuation from the area of eligibility while participating in the operation, regardless of time; or

	c.  Accumulate 15 days of service (consecutive/nonconsecutive) while participating as a regularly assigned crewmember of an aircraft flying sorties into, out of, within, or over the area in direct support of the military operation.  One day's service is credited for the first sortie flown on any day.  Additional sorties flown on the same day receive no further credit.

10.  Table 2-4 (AFEM - Designated U.S. Military Operations of Assistance to a Friendly Foreign Nation) of Army Regulation 600-8-22 provides that the AFEM was authorized for service in Thailand during the period 29 March 1973 through 15 August 1973, provided such service was in direct support of operations in Cambodia.

DISCUSSION AND CONCLUSIONS:

1.  The applicant's contention that his DD Form 214 should be corrected to show award of the AFEM was carefully considered.

2.  Although Army Regulation 600-8-22 designates Thailand as a U.S. Military Operation for the award of the AFEM, it is for a specified period well beyond the applicant's period of service in Thailand.

3.  In view of the foregoing, there is an insufficient basis to grant relief in this case.
