THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, retroactive award of Board Certification Pay (BCP) from 1 January 2004 through 31 December 2009.

2.  The applicant states, in effect, that the lapse in his BCP was due to an administrative error; specifically, a disconnect regarding who has BCP input/management responsibility for those medical personnel assigned to brigade combat teams (BCT), versus those assigned to medical treatment facilities (MTF).  He further states he recertified his board certifications a year early, knowing he would deploy in the next year, but despite forwarding his recertification results to Madigan Army Medical Center, his records were not updated with his new expiration date, thus causing his BCP to cease.

3.  The applicant provides:

* self-authored memorandum outlining the timeline of events leading to his BCP discontinuation
* letter from the American Board of Family Practice, dated September 1996
* letter from the American Board of Family Practice, dated September 2002
* internet printout from the American Board of Family Medicine, verifying his certification status
* e-mail string from an official at the Office of the Surgeon General (OTSG), verifying his receipt of BCP between 12 July 1996 and 31 December 2003
* self-authored memorandum with 6 attachments, each a separate case considered by the Army Board for Correction of Military Records (ABCMR), submitted by the applicant as similar cases to his own request 
CONSIDERATION OF EVIDENCE:

1.  The applicant's record shows he was commissioned as a Reserve commissioned officer of the Army, in the grade of captain (CPT), Medical Corps (MC), on 21 May 1993.  He was ordered to active duty in the Regular Army on  12 June 1993, in the grade of CPT, MC, for a period of 5 years to fulfill his active Army obligations.  He subsequently completed his internship and residency as a family practice doctor at Tripler Army Medical Center, Honolulu, HI. 

2.  He currently serves as a board certified physician, in the rank of colonel (COL), assigned to Tripler Army Medical Center, Honolulu, HI.

3.  The applicant provides:

   a. A letter from the American Board of Family Medicine, which verifies he is certified in family medicine with the American Board of Family Medicine.  This letter shows he was initially certified in family medicine from 12 July 1996 through 11 July 2002; he was recertified from 12 July 2002 through 31 December 2009; and he was again recertified from 7 December 2010 through 31 December 2017.

   b. An e-mail string from an official at the Office of the Surgeon General (OTSG), informing the applicant that U.S. Army finance records indicate he received BCP between 12 July 1996 and 31 December 2003.  This e-mail also advises the applicant to petition the Board for retroactive payment of BCP, from  1 January 2004 to an unspecified date. 

DISCUSSION AND CONCLUSIONS:

The applicant requests payment of BCP from 1 January 2004 through               31 December 2009.  The evidence of record shows he was board certified in family practice, but did not receive his BCP from 1 January 2004 through          31 December 2009.  In view of the foregoing, the applicant's records should be corrected as recommended below.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing he is authorized payment, in arrears, of BCP for the period 1 January 2004 through 31 December 2009, utilizing a Health Professions Pay Entry Date or MS-Pay-Date of 12 July 1996 for the correct pay rate level.
