THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests reconsideration of his earlier request for correction of his DD Form 214 (Armed Forces of the United States Report of Transfer or discharge) to show two awards of the Bronze Star Medal.
2. The applicant states he now has the official orders that show he was awarded both awards.
3. The applicant provides:
* General Orders (GO) Number 362 awarding him the Purple Heart
* GO Number 601 awarding him the Bronze Star Medal
* GO Number 1058 awarding him a second award of the Bronze Star Medal
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20100013442, on 7 December 2010.
2. The applicant provides three sets of orders showing award of the Purple Heat and two awards of the Bronze Star Medal which were not previously reviewed by the ABCMR. Therefore, they are considered new evidence and as such warrant consideration by the Board.
3. He was appointed as a Reserve second lieutenant on 21 March 1969 and he entered active duty on 18 May 1969. He held a combat engineer specialty. He served in Vietnam from 16 May 1970 to 19 April 1971. He was assigned to Company A, 7th Engineer Battalion.
4. Headquarters, 1st Infantry Brigade, 5th Infantry Division (Mechanized) published the following GOs:
* GO Number 362, dated 31 March 1971, awarded him the Purple Heart for wounds received in action on 17 March 1971
* GO Number 601, dated 6 May 1971, awarded him the Bronze Star Medal for meritorious service from May 1970 to May 1971
* GO Number 1058, dated 19 June 1971, awarded him the a second award of the Bronze Star Medal for meritorious achievement from 29 January to 7 April 1971
5. He was honorably released from active duty on 17 May 1971 and he was transferred to the U.S. Army Reserve Control Group (Annual Training) to complete his remaining service obligation.
6. Item 24 (Decorations, Medals, Badges, Commendations, Citations and Campaign Ribbons Awarded or Authorized) of his DD Form 214 shows the:
* National Defense Service Medal
* Vietnam Service Medal
* Vietnam Campaign Medal
* Two overseas service bars
7. On 28 December 2009, he was issued a DD Form 215 (Correction to DD Form 214) that added the:
* Purple Heart
* Vietnam Service Medal with two bronze service stars
* Republic of Vietnam Gallantry Cross with Palm Unit Citation
8. Item 23 (Qualification in Arms) of his DA Form 66 (Officer Qualification Record) shows he fired expert with the M-16 rifle on 2 March 1970.
DISCUSSION AND CONCLUSIONS:
1. General orders awarded him two awards of the Bronze Star Medal which are not shown on his DD Form 214. Therefore, he is entitled to correction of his
DD Form 214 to show both awards.
2. He fired expert with the M-16 rifle; therefore, he is entitled to award of the Expert Marksmanship Qualification Badge with Rifle Bar (M-16) and correction of his DD Form 214 to show it.

The Board determined that the evidence presented was sufficient to warrant amendment of the ABCMRs decision in Docket Number AR20100013442, dated 7 December 2010. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to his DD Form 214 the:
* Bronze Star Medal (2nd Award)
* Expert Marksmanship Qualification Badge with Rifle Bar (M-16)
