THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests the Global War on Terrorism Expeditionary Medal (GWOTEM) be added to his military record.

2.  The applicant states:

   a.  he completed more than 30 days service during his deployment in Kuwait from 28 August 2006 - 15 October 2006, entitling him to the GWOTEM; and
   
   b.  he subsequently served in Iraq from 15 October 2006 to 17 November 2007, for which he received Iraq awards.

3.  The applicant provides no additional documents.

CONSIDERATION OF EVIDENCE:

1.  The applicant's record shows he enlisted in the Regular Army on 8 June 2005. He served in military occupational specialty 11C (Indirect Fire Infantryman).

2.  The applicant’s Enlisted Record Brief (ERB) shows he completed two tours in Iraq from 28 August 2006 to 21 November 2007 and from 30 November 2008 to 21 November 2009.  Section VIII (Awards and Decorations) does not include the GWOTEM.


3.  On 6 February 2010, the applicant was honorably released from active duty after completing 4 years, 7 months, and 29 days of active military service of which 4 years, 3 months, and 16 days was foreign service.  Item 13 (Decorations, Medals, Badges, Commendations, Citations, and Campaign Ribbons Awarded or Authorized) shows he earned the following awards:

* Army Achievement Medal (4th Award)
* Valorous Unit Award
* Army Good Conduct Medal
* National Defense Service Medal
* Global War on Terrorism Service Medal

4.  Item 18 (Remarks) includes the following two entries:

* “SERVICE IN IRAQ 20060828 - 20071121" 
* "SERVICE IN IRAQ 20081130-20091121"

5.  Army Regulation 600-8-22 (Military Awards) prescribes Army policy and criteria concerning individual military awards.  Paragraph 2-18 contains guidance on the GWOTEM.  It states that this award is authorized to members who deployed abroad for service in GWOT operations on or after 11 September 2001 to a date to be determined.  Effective 30 April 2005, the GWOTEM is no longer authorized to be awarded for service in Iraq.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends his record should be corrected to add the GWOTEM based on his service in Kuwait for more than 30 days.


2.  The evidence of record confirms the applicant served two tours in Iraq from 28 August 1965 to 21 November 2009.  

3.  Unfortunately, the available evidence does not show that the applicant was deployed to Kuwait for more than 30 days.

4.  As a result, there is no basis upon which to add this award to the applicant's record.
