THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to reflect his service in Panama during Operation Just Cause in 1989.

2.  The applicant states that he served in Panama in support of Operation Just Cause in 1989 and it is not reflected on his DD Form 214.

3.  The applicant provides:

* Copies of his two DD Forms 214
* A copy of a citation for the Joint Meritorious Unit Award
* Copies of awards earned during Operation Just Cause

CONSIDERATION OF EVIDENCE:

1.  The applicant was serving in Company A, 3d Battalion, 75th Ranger Regiment when he deployed to Panama in support of Operation Just Cause from 20 December 1989 to 7 January 1990 (17 days). 

2.  He continued to serve until he was honorably discharged in the pay grade of E-6 on 12 January 2000 to accept a commission in the Army.  His DD Form 214 


issued at the time of his discharge shows his deployment to Somalia from 19930811 – 19931221 (4 months and 11 days).  It does not reflect his deployment to Panama in either item 18 (Remarks) or item 12f (Foreign Service).

3.  Army Regulation 635-5 serves as the authority for the preparation of the DD Form 214.  The current version of the regulation provides, in pertinent part, that it is mandatory that an entry be placed in the remarks section of the DD Form 214 for an active duty Soldier deployed with his or her unit during their continuous period of active service.  The entry will consist of “Service in (Name of Country deployed from YYYYMMDD – YYYYMMDD)”.

DISCUSSION AND CONCLUSIONS:

1.  The applicant’s contention has been noted and found to have merit.  His DD Form 214 issued on 12 January 2000 does not reflect his deployment to Panama from 20 December 1989 to 7 January 1990 (19891220 – 19900107).

2.  Accordingly, his DD Form 214 should be corrected at this time to reflect in block 18 the entry “Service in Panama 19891220 – 19900107” and in block 12f  to reflect 4 months and 28 days of foreign service.

BOARD DETERMINATION/RECOMMENDATION:

1. The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the entry “Service in Panama 19891220 – 19900107” to block 18 of his DD Form 214 dated 12 January 2000 and correcting block 1f to reflect 4 months and 28 days of foreign service.



2.  The Board wants the applicant and all others to know that the sacrifices he made in service to the United States during the Global War on Terrorism are deeply appreciated.  The applicant and all Americans should be justifiably proud of his service in arms.
