THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that her $15,000 6-year enlistment extension bonus addendum be manually loaded into the Army National Guard (ARNG) Incentive Management Program Information Management and Reporting Center (iMARC).

2.  She states when she extended her enlistment on 27 February 2009 she was eligible for a $15,000 critical skill enlistment bonus, but the bonus number was never requested via iMARC by the reenlisting officer or the Montana Army National Guard (MTARNG) Incentive Manager.  National Guard Bureau (NGB) policy required all manual bonus control numbers to be loaded into iMARC by 30 September 2010.  

3.  She provides an NGB memorandum and a DA Form 4836 (Oath of Extension of Enlistment or Reenlistment) with Annex R (Reenlistment/Extension Bonus Addendum - Army National Guard of the United States). 

CONSIDERATION OF EVIDENCE:

1.  On 22 November 2003, the applicant enlisted in the MTARNG for a period of 6 years.  On 27 February 2009, she extended her enlistment for 6 years and she is currently serving as an active member of the MTARNG.

2.  Annex R to the DA Form 4836 completed when she extended her enlistment shows she was eligible for a $15,000 bonus for extending her enlistment in the NGB-approved critical skill 92F (Petroleum Supply Specialist).  The bonus was payable in one lump sum and was to be processed on the day the extension took effect, one day after her expiration term of service (ETS).  Section IX (Certification by Service Representative) of Annex R does not show a bonus control number.  

3.  On 21 June 2011, the NGB provided an advisory opinion.  The advisory official recommended approval of the applicant's request to be issued a manual bonus control number.  

   a.  The advisory official confirmed the terms of her extension contract and further confirmed that NGB policy published on 26 August 2010 stated contracts without a valid iMARC bonus control number would not be accepted after 20 September 2010.  Requests received after the above date were to be returned to the incentive manager without action for submission to the Army Board for Correction of Military Records for adjudication.   
   
   b.  The advisory official recommended amending the applicant's record to include a valid bonus control number and paying her a reenlistment/extension bonus in the amount of $15,000.  He indicates the State concurs with the recommended course of action.  
   
   c.  The applicant concurs with the advisory opinion.

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record shows the applicant executed a contract extending her enlistment in the MTARNG.  The terms of the contract included payment of a $15,000 bonus which was to be processed, on 22 November 2009, one day after reaching her ETS.  She did not receive payment of the bonus because a timely request for a bonus control number was not submitted.  

2.  The applicant is entitled to correction of her record to show a valid bonus control number was issued in a timely manner and she should be paid the $15,000 bonus specified in her extension contract.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending her record to show a valid bonus control number was issued in a timely manner and paying her the $15,000 bonus, out of ARNG funds, specified in her extension contract.
