THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant, the daughter of a deceased former service member (FSM), requests her father be awarded the Guard, Tomb of the Unknown Soldier Identification Badge and any other awards that may have been overlooked while he served his country.
2. The applicant states the FSM's military service record shows he was a part of the Mortar Battery Honor Guard, 1st Brigade, 3rd Infantry in June of 1962.
3. The applicant provides:
* two pages from the FSM's DA Form 24 (Service Record)
* the FSM's Certificate of Death
CONSIDERATION OF EVIDENCE:
1. Effective 17 December 1963, the Commanding Officer, 3rd U.S. infantry Regiment (The Old Guard) may authorize the Guard, Tomb of the Unknown Soldier Identification Badge as a permanent part of the uniform for Soldiers who meet the required criteria. This award is retroactive to 1 February 1958. Former Soldiers or their next of kin are to apply to Commander, 3rd U.S. Infantry Regiment (The Old Guard), Fort Myer, VA 22211-5020. Army Regulation 15-185 (Army Board for Correction of Military Records), the regulation under which this Board operates, states that the Board will not consider any application if it
determines that the applicant has not exhausted all administrative remedies available. There is no evidence that the applicant has previously submitted a request to the Commander, 3rd U.S. Infantry Regiment for the award of the Guard, Tomb of the Unknown Soldier Identification Badge for her father. Therefore, this portion of the applicant's request will not be discussed further in these Proceedings.
2. The FSM was inducted into the Army of the United States on 17 October 1961. He completed basic combat and advanced individual training and he was awarded military occupational specialty 111.10 (Light Weapons Infantryman).
3. Section 4 (Chronological Record of Military Service) of his DA Form 24 shows the FSM was assigned to:
* the Mortar Battery (Honor Guard), 1st Brigade, 3rd Infantry, Fort Myer, VA from 17 March 1962 to 19 September 1963
* Company E (Honor Guard), 1st Battalion (Reinforced), 3rd Infantry, Fort Myer, VA from 20 September 1963 to 16 October 1963
4. Section 9 (Medals, Decorations, and Citations) of the FSM's DA Form 24 shows he was awarded the:
* Expert Marksmanship Qualification Badge (Rifle M-1) on 29 November 1961
* Sharpshooter Marksmanship Qualification Badge (Rifle M-1) on
2 November 1962
* Army Good Conduct Medal
5. Section 33 (Record of Assignments) of the FSM's DA Form 20 (Enlisted Qualification Record) shows he was assigned to Company E (Honor Guard),
1st Battalion (Reinforced), 3rd Infantry, Fort Myer, VA from 5 July 1963 to
16 October 1963.
6. The FSM was released from active duty on 16 October 1963. He had completed 2 years of active service that was characterized as honorable.
Item 26 (Decorations, Medals, Badges, Commendations, Citations and Campaign Ribbons Awarded or Authorized) of his DD Form 214 shows he was awarded the Army Good Conduct Medal.
7. Army Regulation 600-8-22 (Military Awards) sets forth requirements for award of basic marksmanship qualification badges. The qualification badge is awarded
to indicate the degree Expert, Sharpshooter, and Marksman -- in which an individual has qualified in a prescribed record course. An appropriate bar is furnished to denote each weapon with which the individual has qualified. Award of marksmanship badges is not permanent. An award for previous marksmanship weapons qualification is revoked automatically whenever an individual, upon completion of firing a record course for which the previous award was made, has not attained the same qualification. In the event a badge is authorized for firing a limited or sub-caliber course, it is automatically revoked if a record service course is subsequently fired.
8. Army Regulation 600-8-22 states the National Defense Service Medal was awarded for honorable active service for any period between
1 January 1961 and 14 August 1974.
DISCUSSION AND CONCLUSIONS:
1. The FSM's DA Form 24 shows he was awarded two marksmanship qualification badges for the same weapon. However, only the latest qualification is entered on the DD Form 214. Therefore, it is appropriate to enter the Sharpshooter Marksmanship Qualification Badge with Rifle Bar on the FSM's
DD Form 214.
2. The FSM served honorably during the period between 1 January 1961 and
14 August 1974. Therefore, the FSM's DD Form 214 should be corrected to show this service medal.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to item 26 of the FSM's DD Form 214 the:
* National Defense Service Medal
* Sharpshooter Marksmanship Qualification Badge with Rifle Bar
2. The Board wants the applicant and all others to know that the sacrifices her father made in service to our nation are deeply appreciated. The applicant and all Americans should be justifiably proud of her father's service in arms.
