THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show the Global War on Terrorism Expeditionary Medal (GWOTEM).

2.  The applicant states the GWOTEM is missing from her record.

3.  The applicant provides a copy of her DD Form 214.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army (RA) on 3 October 2005.  She was trained in and awarded military occupational specialty (MOS) 88M (Motor Transport Operator).

2.  She continued to serve until she was honorably released from active duty on 19 February 2009 by reason of completion of required active service.  The DD Form 214 issued at that time shows she completed 3 years, 4 months, and 17 days creditable active service of which 1 year, 2 months, and 16 days was foreign service.

3.  Item 13 (Decorations, Medals, Badges, Commendations, Citations, and Campaign Ribbons Awarded or Authorized) of her DD Form 214 includes the Iraq Campaign Medal (ICM) among its list of awards.  Item 18 (Remarks) includes an entry which shows the applicant served in Iraq from 3 January 2007 to 18 March 2008.

4.  Army Regulation 600-8-22 (Military Awards) provides the Army's awards policy.  Paragraph 2-17 provides guidance on the ICM.  It states that it is authorized for service in Iraq on or after 19 March 2003, to a future date to be determined by the Secretary of Defense or the cessation of Operation Iraqi Freedom.

5.  This regulation further stipulates that members qualified for the GWOTEM by reason of service between 19 March 2003 and 28 February 2005, in an area for which the ICM was subsequently authorized, will remain qualified for that medal. However, upon application, any such member may be awarded the ICM in lieu of the GWOTEM for such service.  No member will be entitled to both medals for the same act, achievement or period of service.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends she should be awarded the GWOTEM and that it should be added to his record.

2.  The evidence of record confirms the applicant served on active duty in support of the GWOT in Iraq from 3 October 2007 to 18 March 2008 and she was awarded the ICM for this service as evidenced by entries contained on her
DD Form 214.  The GWOTEM and ICM cannot both be awarded for the same act, achievement, or period of service.  As a result, she is not entitled to the GWOTEM for her service in Iraq.

3.  In view of the foregoing, the applicant's request should be denied.
